Star City [1] is a city-state whose metropolitan territory is located on Wolf Island, and which is further made up of other regional islands and territories. It is a direct e-democracy and a developed nation operating a socialist economy.

History

The Flytrap Isles have been inhabited since the 11th Century BCE. The Usc-Lu people called the islands (The Flytraps and Islas Ecuadores) Íb-ki (Middle Ground), demonstrating a knowledge of Atlantic geography. In 112 BCE, the Usc-Lu applied for Roman client status after a decade of significant crop failures.

When the Western Roman Empire fell to the Gothic invasions, the great distance between the Islands and Europe preserved local peace. Roman citizens were isolated and later assimilated into the native culture (which was distinctly Romanised by this time).

The Isles were undisturbed until the Portuguese landed in 1486 at Bakalao Town. The Portuguese largely ignored the new territories due to poor resources. When Spain claimed the Portuguese throne, the territories were transfered to English control under the Anglo-Portuguese Alliance. In 1640, power was returned to Portugal who continued to use it only as a stop on the way to Brazil.

Again, in 1807, Portugal lost power when Napoleon captured Lisbon and the British returned. Most of the institutions set up by the Romans still existed and were Anglicised and British (primarily, English) immigration began. Immigrants to the Cape Colony stopped at Bakalao Port which was also used as a Royal Navy base.

The British Empire concentrated on the East in the Scramble for Africa, thus a mid-Atlantic port was redundant. Independence was granted on December 12th 1886 when the last Governor, Captain George Asquith, was recalled.

External

Star City was founded on the 3rd of January 2003, after failed attempts starting on the 30th of December 2002, in The South Pacific. The time between founding and late-March 2003 was wholly uneventful.

On the invitation of Haderan, Star City joined The Proletariat Coalition in late-March 2003. Initially the responsibilities of People's Depute for Economics were bestowed upon Star City, but this government-branch was never implemented and as such, the title was never retracted, but has merely fallen into disuse. Instead, Star City took up the candidacy for Foreign Affairs Minister and won, beginning a long NS career.

Political History

By July 2003, Star City was a prominent government figure. In the informal delegate elections (by endorsements) before the July Ministerial elections, Star City came third with 10 endorsements whilst Cwajga won. The first time Star City was challenged for Foreign Affairs was in March 2004 after three re-elections. However, the candidate Germanicapan missed the aplication date and subsequently could not contest.

With the return of Haderan on the 20th of June and PileAlcalin on the 22nd rekindling memories of the early TPC history and Blackbird planning to run for a third term, Star City decided to finally run for delegate but did not announce this until late July with the opening of candidacy on the 28th. The polls closed after one week, on the 14th of September, showing: Blackbird = 20, Star City = 15, The HyperCube = 2 - an historically good turnout.

With the conclusion of ministerial elections on the 28th of September and the announced plan not to seek re-election for a 7th term, the Doctor ended his 15 months of 3month-terms as Foreign Affairs Minister, considered to be one of the longest ministerial tenures in NS.

After a three month break, which in-fact never happened due to committments in other regions, SC ascended to the Delegacy of TPC on December 9th 2004. A second consecutive term was declined in favour of standing in June.

Economy

Private business is permitted in the service-sector, but banned in industrial and manufacturing. Heavy industries are operated by Workers' Councils (Soviets).

Politics

First Chamber

Star City is an e-Democracy or Electronic Direct Democracy (EDD), therefore the population forms the first chamber.

Second Chamber

In order to prevent populism, a "second chamber" comprised of 100 cross-sectional citizens are convened every month in each Septième to analyse the previous month's referendums. They must reach a unanimous decision on each issue upon which it will become law. Note that no law may be passed which damages the civil liberties of any group as stated in the Federal Constitution.

Standing Committee of Seven

The Committee is formed by seven individuals elected by the population. The Seven co-ordinate efforts between the industries and also represent Star City in externally. Each Septième is represented in the Committee. The current members are:

The Taositj (Leader) of the Seven is Prijatelj da Silva. Prijatelj is also the Laoxáñ (Comrade) which is effectively the Foreign Affairs Minister and typically the eldest of the group.

Administrative Sectors

Septièmes

The city itself is seperated into seven sectors or "Septièmes" (French: "sevenths") all named after cosmological features. Sol City, Moon City, Quasar City, Black Hole City, Singularity City, Orion City and Pleiades City are First, Second, Third, Fourth, Fifth, Sixth and Seventh Septièmes respectively. Each sector represents the local community in that area and often sends a delegation to form embassies representing The Proletariat Coalition.

Wolf Island is ethnically diverse. Moon City has Iberian roots, Quasar City - Anglo-Saxon roots, Singularity City - French roots and Orion City - Greek roots.

Dependencies and Territories

Like ancient Greek city-states, the country is also comprised of the surrounding rural areas in the isles and the large semi-autonomous city of Dotjxraomm (archaic spelling) on Gecko Island.

Bakalao Town is located on the Eastern side of Wolf Island and has Basque and Norwegian roots, but is not autonomous.

Recently, Star City has received authority over the Islas des Ecuadores (Equatorial Islands) which include Isla Pena, thus securing a permanent equatorial spaceport. Additionally, Star City can now ensure the permanent patrolling of Isla Matanceros and the preservation of the island's Resitricted Zone.

Geography

Wolf Island is mostly sandy and nutrient-poor soil. Venus Flytraps are found in particular abundance in the North-East coast along the perimeter of the Tranquil Forest which occupies most of the North of the island. In contrast, the Great Leap Airport occupies much of the South of the island. The East and South coasts are rocky and there are large fjords and glacial lakes in the South.

East, on the fringes of the city, is Bakalao Town. The port is now expanding into a busy ocean terminal.

Gecko Island is around 20km to the North of Wolf Island, linked by the Thread Islands chain. The Islas des Ecuadores can be found 363KM North-North-West of the Northern-most point of Gecko Island.

Climate

Typically, the weather is appropriate for the temperate loacation. Wolf Island does experience some snow in the higher altitude South over the city and airport, aswell as on the moutain tops, whereas the North is usually wet and humid thanks to the warm front that blows in onto the highlands.

Gecko Island is temperate, though warmer as it is further North.

Culture

Residents places much importance on the Bushido code, particularly within the martial arts.
