Nature of the Compliance Ministry

The article states:

The Compliance Ministry is a quiet UN agency that slips into the national legislatures of all UN members and adds the effects of the latest passed resolution to that nation's code of law.

Surely the Compliance Ministry is intended to be a ministry of the nation's own government, charged with implementing UN law, rather than an agency of the UN - hence the name? --Safalra 16:36, 12 January 2006 (GMT)

I think this refers to the gnomes, and the idea that the idea that the CompMin is a branch of the secretariat, as it's a game function. I personally see it as being both: there is a central UN Compliance Ministry, but there is also a national level, for example, the Creative UN Solutions Agency of the Federal Republic.
