I removed the final reference to economy. I'm not sure exactly what you meant by restoring the balance so I did not place a replacement formulation. I'd like to hear opinions on this though. My reasoning:

  1. Not everyone is in the UN, so the global economy adapting to the new rule is a bit of a bold statement.
  2. The negative effect on UN economies is hardcoded, so to speak of the balance being restored might imply that this negative result would go away over time

The recession *did* end after a while, but this was more of a roleplaying matter.
