The Dominion

The Dominion is a region which currently has 20 member nations. It was founded on November 4, 2004 by the Supreme Overlord of Zanziik.

Timeline

• Founded 18:31 EST November 4, 2004 by Zanziik
• The World Legions becomes regional delegate shortly after the founding of the region.
• First election for delegate held, Gednu wins November 12, 2004
• For unknown reasons Gednu leaves but sends in his puppet Riegab to take over as delegate November 23, 2004
• Issues start to come up with a region known as Hells Gate, many of our members seem to be moving there, and thigs are starting to flare up beetwen us November 29, 2004
• Delegate of Hells Gate left and sent Riegab a message about his feeling toward that region, it seems it is starting to bother him, we can say now that the problem is seeming to be taking a turn for the better December 14, 2004
• The period now know as "The Great Scare" began, many of the people that went on vacation during the holidays havn't come back yet January 2, 2005
• The threat that was Hells Gate is no more, their founder has decided to open their region to anyone, because their region activity was slowing down January 12, 2005
• After about ten give or take a few nation died off, the region seems to be getting back to life, people came back to the forums and we started several new Role Plays, as well as five new nations February 5, 2005
• Riegab celebrates his 100th day aniversary in office February 22, 2005
• Region is slowing down a bit again April-May, 2005
• Zanziik makes a formal statement that he will be leaving the game, it is a sad day in the dominion for all May 30, 2005 3:52 PM EST
• Rammsteinburg, Buben, and Riegab divide Zanziik among themselves. Zanziik is renamed The Divided Territories of Zanziik. May 31, 2005.
• Rammstienburg becomes UN Delegate, putting an end to Riegab's long riegn. June 2, 2005.

Constiution of The Dominion

Amendments will be considered by the Senate when a nation brings forth there request for amendment.

Article I: Governing Structure

The Dominion regional government will consist of the Senate, the Security Council, a UN Delegate, and the High Court.

UN Delegate- The UN Delegate, who represents The Dominion in the United Nations, is the highest rank a nation in The Dominion can held. The UN Delegate is the leader of the region and it's international representative. The UN Delegate is elected every year [5 weeks real-life time].

Security Council- The Security Council is a special legislative commitee who handles regional security issues. It may veto any piece of legislature passed by the Senate if it feels doing so is vital to regional security. Any action of the Security Council requires approval of at least four of it's seven members. The seven members include four permanent members (Riegab, and the first three nations to apply.) The other three include the UN Delegate and two others selected by the Senate every two years [10 weeks real-life time]. In the event that the UN Delegate is also one of the four permanent members, another nation will be selected by the Senate to be a temporary member. Only nations who are members of the Senate can be elected into the Security Council, and once elected into it, they do NOT lose their seat in the Senate.

Senate- The Senate is the main legislative group in The Dominion. It passes laws & approves other actions which effect the entire region. Acts by the Senate require majourity approval. Other than the first five to apply for membership in the Senate, any nation in The Dominion may join only if all of the Senate nations approve. Special commitees within the Senate may be set-up to tackle certain types of issues, such as environmental issues or civil rights issues. Acts by the Senate may not violate the laws of the United Nations.

High Court- The High Court is the highest court in The Dominion. It's job is to enforce regional law. Under Rammsteinburg's plan, the current judges will remain. (See Article III)

Article Ib: Founder Status

In the event our founder is jailed or worst, UN delegate should be able to assume founder status only untill the senate can choose it's next course of action.

Regional control for this purpose should be jointly held by the Founder and the UN Delegate.

Article Ic: Nation Members

After a grace period of one (1) week, nation members may apply for senatorships.

Article Id: Senator Impeachment

1. They commit a Crime, by not following laws passed by the Senate.
2. They disrupt or impede the Law making process.

The Senate should will have the power to impeach the Delegate with a 4/5 vote. This is a very serious occurence and we don't take it lightly.

Article II: Disputes Between Nations

Article IIa: If the parties can't come to a compromise a senate review board will be set-up and the senate shall decide the best course of action. There decision shall be final.

Article IIb: Remaining Dominion members MAY NOT become involved in the conflict UNLESS direct harm falls upon said nation/people.

Article III: Regional Court System

Article IIIa: The Regional Court of the Dominion shall be presided over by 5 justices, who are required to be Senate members. Should a judge commit a crime, a new justice will be elected to try him in his stead, and if the first judge is found guilty, substitute judge will become acting judge until scenario repeats.

Article IV: Rights of Individual Nations

Article IVa:Each nation in The Dominion MUST submit to this document, and if found to break this, shall be tried in the Regional Court (see article III). A nation in The Dominion has it's right to sovreignity, and that cannot be taken. Each nation has the right to do anything, but they must know that if it is in contest with this document or any other law documents to follow, action will be taken. Each nation has the right to free trade and travel within The Dominion, although they are not permitted to travel in any country that has not given their express permission that they may do so.

Article V: War & Military Matters

This article has not been worked on.

Article VI: Ministry of Foreign Affairs & Recruitment

VI.a: Purpose of the Ministry

The Ministry of Foreign Affairs & Recruitment's job is to 1) help create and preserve peaceful relations with other regions and it's member nations, and 2) recruit new members to The Dominion.

VI.b: Minister of Foreign Affairs & Recruitment

The Ministry of Foreign Affairs & Recruitment will be headed by a nation approved by the Senate & Secuity Council. This nation will serve as Minister of Foreign Affairs until they step down, are kicked out of The Dominion, or if the Senate & Security Council decides to replace them will a new one.

The Minister of Foreign Affairs & Recruitment is to oversee all actions of the Ministry, and can be held responsible for constant wrong doing by the Ministry.

The Minister of Foreign Affairs & Recruitment will be in charge of selecting recruiters to seek out new members.

Dominion Regional Alliance

The Dominion Regional Alliance (DRA) is a voluntary membership military and commerce pact between member nations of The Dominion. The goal of the DRA to strengthen the Nations of the Dominion by joining them together to form a better union. By joining this alliance, all nations involved would be assured helpful military assistance (should they require or request it) in military operations of their choosing. All nations involved are available to form better national ties amongst one another and, thusly, can form greater ties to commerce.

DRA Rules

Members of the DRA shall govern themselves, and members will never try to force their will over any other members of the alliance. However, to ensure stability, there are some rules.

1. No member nation shall sponsor terrorism or support terrorists. Those who do will be immediately removed from the DRA.

2. All nations involved are required to exchange embassies with one another and open free trade relations with each other.

3. If a member nation is going to go to war or request help, they must provide valid reasoning.
