History

A group of exiles and other wanderers came together in the region The Temporary Region. There they formed the groundwork of what would become The Exodus. During that period the nations voted on what there homes name would be, and on who the founder would be. The name The Exodus was choosen, and The Avenging Angels was elected as founder. A very unique and original approach.

These brave nations left The Temporary Region, and moved to their new home The Exodus.

The Constitution of The Exodus Region

We, the People of the Sovereign Nations of The Exodus, recognizing the need for a set of Rules and a Structure by which We govern Ourselves as a Free Society, do establish this Constitution for the better government of the Region.

Article I – Bill of Rights

1. All The Exodus Nations are sovereign and have the right of self-determination in domestic policies.

2. Rights to free speech, free press, and the free expression of religion shall not be infringed.

3. Participation in the The Exodus Regional Government, Regional Forum, and Regional Military shall be voluntary.

4. No nation of The Exodus holding UN member status shall be obligated to endorse any legal government official of the The Exodus. The right to add an endorsement or withdraw an endorsement will remain a sovereign right of the UN member nation.

5. All Exodus Nations have the right to be protected against the abuse of Endorsement Gathering/Swapping, and grants the government of The Exodus Region the authority to investigate and prosecute all incidences of occurrence.

6. All The Exodus Nations have the right to be protected against the abuse of powers by any government official.

7. No Nation shall be held to answer for a crime, unless on a formal indictment or at The Founder’s discretion, except in cases involving time of war or Regional danger; nor shall any Nation be subject for the same offense to be twice put in jeopardy; nor shall be compelled in any criminal case to be a witness against itself.

8. When charged with criminal activity, The Exodus Nations shall enjoy fair and impartial trials. No Nation shall be ejected from the region, or banned from any forum, without due process of law or at The Founder’s discretion. Should a legally elected government official declare the ejection or banning to be a matter of immediate regional security, the ejected or banned Nation shall have recourse to judicial review of the matter, and may be represented by any counsel of the Nation’s choosing. At the discretion of a selected Chief Justice, such hearing may occur in a locked forum.

Article II - Government

A. Executive Branch

1. The Founder a. By nature of the fact the Founder created and established The Exodus, The Founder is the highest official designation and cannot be elected to nor removed from power by any action other than his own resignation. b. The Founder is responsible for all issues and activities relating to The Exodus Forum. c. The Founder is responsible for all issues and activities relating to the overall security of the Exodus Region. d. The Founder is vested with the authority to eject any nation of The Exodus with cause. The following causes are accepted as immediately ejectable offences: i. region crashing ii. spamming iii. flaming iv. recruiting Exodus nations for other regions v. endorsement swapping that crosses 75% of the endorsements of the legal UN Delegate e. The Founder has the sole authority to appoint/dismiss The Secretary of State of The Exodus f. The Founder shall obey and respect the laws and regulation of The Exodus. g. The Founder shall not abuse his powers.


2. The Secretary of State a. The Secretary of State is selected by the Founder. b. The Secretary of State serves as an advisor to the Founder. c. The Secretary of State with the express authority of the Founder can act in the temporary place of the Founder. This temporary status is limited in its scope for time and circumstances. d. The Secretary of State also serves as the head of the The Regional Protection Agency (RPA). e. The Secretary of State shall obey and respect the laws and regulation of The Exodus. f. In the event of unforeseen circumstance which may prevent the Founder from the continuing activity of The Exodus, the Secretary of State will be titled as the Acting Founder and take over whatever roles as is possible, until such time that the Senate can convene and decide on a pertinent and relevant course of action.

3. The Minister of Internal Affairs a. Is responsible for the internal security and domestic tranquility of the Exodus. b. Is responsible for counter-espionage activity within the Exodus and forums. c. Is responsible for the oversight and running of the Court of the Exodus. In this capacity he or she shall be known as the Justice of the Court. d. The Minister of Internal affairs must have: i. Native status in The Exodus ii. A minimum population of five hundred million iii. A minimum time of participation in the forum of sixty days, as determined by join date.

B. Foreign Relations

1. UN Delegate of The Exodus Region a. The primary duty of The UN Delegate of The Exodus Region is to cast at The United Nation, the Collective majority vote of those The Exodus Regions Nations for which s/he has received Endorsement. b. The Delegate shall only vote on UN Resolutions in accordance with the will of the majority The Exodus Nations who have cast their ballot. i. The pending UN Resolution shall be subjected to a debate or a discussion and vote at a designated location which is open to all The Exodus Nations. c. Failure to vote on all UN Resolutions or failure to cast the vote of the majority, shall be classified as Treason, and dealt with in a swift manner, as provided by the law. d. All The Exodus Region Nations, must stay below the number of endorsements of the current UN Delegate of The Exodus e. The Delegate shall alter the fact book entry, upon the recommendation of the appropriate Minister, as determined by law. f. The Delegate may not also serve as a legally elected Government Official. g. The Delegate shall be limited to no more than four consecutive terms of office.

2. Minister of Foreign Relation of The Exodus Region a. The Minister of Foreign Relation of The Exodus Region is an elected position b. The Primary Duties of the position are related to all issues concerning Foreign Nations and Regions including but not limited to: i. Establishing and maintaining Relations with Foreign nations and regions ii. Establishing and maintaining Alliances between the Exodus and other Regions. iii. Resolving or seek to resolve, by Diplomatic means all disagreements or misunderstanding which arise between the Exodus and any Foreign Nation or Region. c. The primary responsibilities of the position are related to Foreign Nations and New Member Nation including but not limited to: i. Establish and Maintain the good name and reputation of The Exodus to all Foreign Nations and Regions. ii. Actively participate in Recruiting for The Exodus Region iii. Welcome and greet all new nations as they enter The Exodus Offsite Forum. d. Eligibility Foreign Relation of The Exodus Region i. Residency in The Exodus

C. The Senate of The Exodus

1. The Senate of The Exodus shall serve as the Legislative branch of The Exodus Region 2.The Senate of The Exodus is the governing and lawmaking body of The Exodus. Laws shall be deemed passed if they receive a majority of those members voting. 3. The Senate of The Exodus will discuss and rule on proposed resolutions and Recognized issues. a. Proposed resolutions and Recognized issues can be presented by any nation of The Exodus i. These Proposed resolutions and Recognized issues must be first Lobbied to any of the seven senators for presentation.

4. The Senate of The Exodus shall consist of seven members, one of which serves as Speaker of Nations. a. The membership of The Senate of The Exodus shall consist of i. Five Senators elected by the popular vote of the member nations of The Exodus ii. The Minister of Foreign Relations iii. The Minister of Internal Affairs b. The Senate of The Exodus shall have a weighted vote, constituting nine (9) votes, as defined: i. Each elected regional Senator shall cast one (1) vote. ii. The Minister of Foreign Relations shall cast two (2) votes. iii. The Minister of Internal Affairs shall cast two (2) votes. c. The Senate of The Exodus vote shall be considered a majority vote with a minimum of five (5) of the total nine (9) votes cast. d. The Speaker of Nations of The Exodus may exercise a veto of any majority vote of The Senate of The Exodus e. A veto by The Speaker of Nations of The Exodus can be re-voted and passed by a 2/3 vote of all nations of The Exodus. f. A Super Majority Vote of the Senate may eject any Senator from The Senate of The Exodus. i. A Super Majority vote shall consist of a re-vote with a minimum of six (6) of the total nine (9) votes cast.

5. Eligibility for Senator in The Senate of The Exodus requires a. Residency in The Exodus

6. A candidate for The Senate of The Exodus can be disqualified, upon the successful challenge of two other Senators.

7. Process of election of new Senators to The Senate of The Exodus: a. Elections shall be overseen by the elections commissioner (The Founder). b. Election based on a simple majority of votes cast by eligible nations. i. Eligible nations defined as permanent residents of The Exodus. c. The names of all candidates shall be prominently and continually posted at the designated off-site as well as the RMB immediately following the nomination period and during the election period by the elections commissioner. d. Votes shall be cast in the form of a telegram or a forum PM to the elections commissioner (i.e. The Founder) i. This method of casting ballots and counting votes shall be secure and be free of voting fraud. Appeals regarding voting or counting fraud may be submitted to the Secretary of State and/or the Supreme Court of The Exodus. e. All resident members of The Exodus are eligible for election to The Senate of The Exodus. Any member nation may nominate another for election, or nations may simply nominate themselves for election. f. Election results shall be posted of the RMB and the off-site forum promptly following the closing of polls.

8. A senator of The Senate of The Exodus may be removed from his/her seat, after a hearing to determine cause, providing: a. That Senator leaves the region without approval, excluding while on official regional business. b. That Senator ceases to remain active within The Exodus. c. That Senator acts in a manner detrimental to the safety and well-being of The Exodus.

9. Should a senator leave office prior to the conclusion of his/her Regular Term; a. The Senate of The Exodus shall follow the usual election process as defined by section 7. b. The senator-elect shall serve the remainder of the term.

10. The Senate may, at any time deemed necessary, summon and question any elected or appointed minister regarding the performance of his/her duties, including sitting senators.

11. The Senate of The Exodus shall sit in continuous session. a. Exceptions may include holiday recess, as approved by the majority of the senate. i. The senate may not be adjourned for any longer than ten (10) continuous days.

12. The Senate may approve internal and external treaties as well as declare war.

13. The Senate may hear any appeals to judicial decisions on criminal cases that it deems necessary.

14. If this Constitution is approved and ratified during the time a duly elected Senate already exists; a. The existing Senators will continue their regular term as defined by the law existing at the time of their election to The Senate of The Exodus. i. Extension of this term will not be allowed. ii. At the conclusion of their regular term, this constitution will prevail, and section 14 shall be struck null and void.

D. The Speaker of Nations of The Exodus

1.The election of The Speaker of Nations of The Exodus shall: a. Be based on a simple majority of votes cast by eligible Regional Nations for Qualified candidates b. Qualified candidates are defined as Senators of The Senate of The Exodus in good standing. c. The names of The Senators who are Qualified candidates, shall be prominently posted in the properly designated forum and topic on The Exodus Regional Forum, as well as on the Regional Message Board. d. The votes will be cast by telegram or Personal Message to the Regional Founder, or His designated Agent. e. The method of casting ballots and counting votes shall be secure and be of the type where voting abuse can be identified and voting fraud prosecuted. f. The result of ballots cast is to be displayed in a Public Area within The Exodus Regional Forum, as well as on the Regional Message Board.

2. The Speaker of Nations of The Exodus shall preside over sessions and meetings of The Senate of The Exodus. a. Keeping order b. Enforcing rules of conduct

3. The Speaker of Nations of The Exodus shall have the following powers: a. to rule a Senator out of order. b. to force a Senator to withdraw an offending statement. c. to suspend a Senator for up to ten days for violating the rules of conduct. d. all enforcement, sanctions and vetoes which are approved by The Speaker of Nations shall be posted in a prominent place.

4. The Speaker of Nations of The Exodus shall determine if Qualified candidates for The Senate of The Exodus meet the appropriate requirements.

5. The Speaker of Nations of The Exodus shall determine if the Senators of The Senate of The Exodus continue to meet the appropriate requirements.

6. The Speaker of Nations of The Exodus shall serve for a term of 3 months, unless a super majority of The Senate of The Exodus advances a motion of no-confidence in him/her.

7. The Speaker of Nations of The Exodus shall serve for no more than 2 consecutive terms.

E. The Court of the Exodus

1. The Court of the Exodus is the judicial branch of the region of the Exodus.

2. The Minister of Internal Affairs is styled “Justice” when in the Court.

3. The Court of the Exodus’s ruling shall be binding.

4. The Court of the Exodus will hear both sides of each dispute.

5. Any interested party shall: a. be able to present evidence. b. be able to present written arguments.

6. The Court of the Exodus, upon reviewing all evidence and testimony will rule based on: a. the perceived accuracy of all evidence provided. b. fairness to both nations involved in the Court proceedings, as well the nations of the Exodus.

7. The Court of the Exodus shall rule a binding decision in accordance with: a. international treaties and conventions in force. b. international custom. c. the general principles of law and, as a subsidiary means, judicial decisions. d. the teachings of the most highly qualified publicists.

8. The Court of the Exodus shall hear and rule on disputes between the Exodus nations, acting in a civilized, impartial and formal manner so as to avoid the use of damaging rhetoric and to prevent potential irreparable deterioration in national relationships.

9. Justices have a right to impose sanctions on nations it feels are unduly disrupting proceedings.

10. The Court of the Exodus, at the discretion of the presiding Justice, may dismiss any case at any time.

11. The Court of The Exodus acts as an arbitrator to resolve conflicts including, but not limited to: a. Inter alia land frontiers and maritime boundaries. b. Territorial sovereignty. c. The non-use of force. d. Non-interference in the internal affairs of States. e. Diplomatic relations. f. Hostage-taking. g. The right of asylum. h. Nationality. i. Guardianship. j. Rights of passage. k. Economic rights.

12. The Court of The Exodus Region shall have Jurisdiction a. The Court is competent to entertain a dispute only if the States concerned have accepted its jurisdiction in one or more of the following ways: b. By the conclusion between them of a special agreement to submit the dispute to the Court c. By virtue of a jurisdictional clause. d. Through the reciprocal effect of declarations made.

13. The Court of The Exodus Region may hear cases from a. The nations of the Exodus Region. b. The dependant regions of The Exodus Region.

14. Eligible petitioners should request the court attention by posting a grievance on the court's docket a. Only the presiding Justice may respond b. Once the Justice has recognized and opened the case other nations may offer their testimony and evidence

15. Once a decision is made on a case, all nations of the region must be told of the result. There are to be no secret cases or verdicts except in cases which pertain to regional security and must be kept secret to preserve the well-being of the Exodus.

16. The Founder must take the place of the Justice in cases where the Justice is in the position of plaintiff or defendant.

F. Removal of Government Officials

1. Any legally elected government official of The Exodus shall be removed from office upon impeachment and conviction of, treason, bribery, or other high crimes and misdemeanors.

2. A concurrence of any two of the Secretary of State, the Minister of Internal Affairs, or the UN Delegate of The Exodus Region may impeach any legally elected government official. a. A hearing is then conducted by The Senate Of The Exodus Region. b. If The Senate Of The Exodus Region by a super majority vote to convict the legally elected government official, s/he shall be replaced.

H. Amendments

1. This Constitution may be amended by a resolution of The Senate of The Exodus. a. A resolution to amend must be sponsored by a member of Senate of The Exodus b. Any member of The Exodus may lobby a senator to support an amendment. If approved, the senator will be responsible for tabling the legislation.

Article III – Conclusion

A. This Constitution is published by The Senate of The Exodus on (date), and in witness whereof we have hereunto subscribed our names.
