The Democratic Workers Union of The Icy Angel is notable among other capitalist states for its strong presence of independent labor unions.

The main island of The Icy Angel is located in the South China Sea southeast of Hainan. In 1790, Swedish explorer Carl Arosen visited the island. Arosen named the island Green Wave for its mountainous jungles, which resembled giant waves. Until then, the island was relatively uninhabited. Methodist missionaries established a mission called Old Main at the summit of Angel Peak, the highest point on the island. As the influence of the mission grew in the surrounding region, the island itself began to be known as The Icy Angel.

Between 1790 and 1840, almost 500 Methodist missionaries departed from The Icy Angel to make converts in the now extant Aisin Gioro empire on the Chinese mainland. A large portion of these converts were Cantonese and stayed in The Icy Angel through indentured servitude to the Swedish empire. Fearing the growth of Swedish imperialism, Emperor Pinyin of Aisin Gioro declared war on the island in 1849. At this time, many Cantonese from Aisin Gioro fled their country to The Icy Angel where there were better standards of living, even under servitude to Swedish masters. The war led to huge casualties on both sides. After five years, a withdrawal of both sides from the island was declared at the Treaty of Shenzhen. The Icy Angel was now a sovereign state, and the reminders of bloodshed prevented other colonial powers from claiming the island.

A major figure in the 1854 liberation of The Icy Angel was Reverend Luke Shum. He had strong ties to both Aisin Gioro Pinyin and the leadership of the Swedish Methodist Church, and was invaluable in the discussion for independence. With other influential figures in The Icy Angel, Shum enacted a constiutional democracy and established a liberal progressive party, the Protestant Socialist Party (PSP). The PSP headed a coalition of parties that remained in office under different names until 2004.

In November 2004, The Icy Angel joined Confederacy of Green Waves under the leadership of Ethel Tang, the first female prime minister. The Confederacy was established to unite several nations in military and foreign policy. Tensions within the Confederacy led to the foreign occupation of Old Main, which was at the time the private residence of a high-ranking diplomat. A new government emerged under the minority coalition, led by a mysterious figure known only as Jin. Even after foreign occupation, controversy still surrounds this change in power. Neither the Angel Triads (The Icy Angel's largest criminal organization) nor Yee LLC (The Icy Angel's largest corporation) have been prosecuted for their publicly acknowledged involvement.

Although shady and corrupt, Jin's government continued The Icy Angel's trend of long-term growth in almost every sector. During Jin's administration, The Icy Angel withdrew from the Confederacy and joined the Invaders, a collection of nations bent on world domination. Speculators realized that long-term commitment to this league would prove disastrous to the national welfare, and Jin pulled out of Invaders and joined East Asian Dominion. On April 29, 2005, Jin was replaced by Ross Cathweiler, an influential foreign-born businessman, through the Return to Direct Democracy movement.
