The Brotherly Union of the Isles of Koster consists of a chain of islands off the mainland. Once independent states, the two largest islands has formed a union and adopted the same laws and currency. Throughout the history of the union, the smaller nearby islands have been admitted to the union and many (mostly unhabited) islets have been incorporated as well.

The constitution of the Isles of Koster is unique in a sense. It greatly reduces the power of the parliament and government in order to ensure that the people inhabiting the islands are to remain free. It grants the state relatively little influence over their lives as possible. Although greatly appreciated by most of the population, the constitution has rended the people politically apathetic and has made the youth of the Isles of Koster the most rebellious in the world.
