The tradition of the "Park" system of provincial administration traces its origins to the Chinese settlers who arrived in 380 CE.

The Chinese brought over their tradition of constructing walled cities. At the center of each city was a public park, constructed at the behest of the Confucian gentry. As the Chinese community grew, the city park evolved to encompass all functions of public life: markets, administrative centers, courts and temples were all built in the park. Because of its importance, "Park" became synonomous with government.

Prior to the formation of The New Model Army, the different settlers, not being a cohesive political entity yet, adopted the Chinese model and built their administrative centers in a park inside a walled city.

Today, although government administration is no longer conducted behind walled cities, the tradition of "Parks" lives on as the name for the provincial level administration of The New Model Army.
