Section Two: The Permanent Aid Act [ PAA ]

The PAA is a Mutual Defense Treaty in which all Roman States are bound to one another in times of War. A Roman State has the right to invoke the PAA only if the State is attacked. It cannot be invoked in a conflict of a Non-Roman State started by a Roman State.

Nations are to aid fellow Roman States in times of War, through the use of:

-Civilian aid or supplies -Militaristic aid or protection -Opposition of an enemy

Or all the points of above.

If unable to participate due to conflicting reasons, the Director must be alerted and will decide if you are still eligible to help.

If the Roman State is the aggressor of this conflict, the PAA is not to be evoked.

-Aggression can be classified as a first attack. -The High Imperator will decide if an act of aggression was needed, and if the PAA can be invoked by aggressing Roman State.

In the event of a Civil War within a Roman State, the PAA cannot be invoked by the Rebellion, and can only be invoked by the Government of the State. If a conflict of interests is evident regarding said Civil War within a Roman State, then the State with conflict of interests is not to participate.

Section Three: The Non Aggression Pact [ NAP ]

Any attack against a Roman State by a Roman State is unacceptable, and unallowed. State sponsored Terrorism, Military, or War against a Roman State is unacceptable, and unallowed.

-State sponsored terrorism can be classified as the funneling of funds and supplies towards a terrorist group against another Roman State

-Line One: -TNRE Definition of Terrorist:

A Terrorist Group is a group that uses fear to further their cause, no matter if it's religious, secular, or political. A Terrorist can be defined as a person who uses fear to advance a cause. Fear is the connotation of Terror, which sets the Populace into a demeanor which is unfit for a Roman State to function.

Feudal territories within a Feudal State within the Empire, will be held responsible if they attack a Roman State.

-Line Two: -TNRE Definition of Feudalism:

The system of political organization having as its basis the relation of Lord to Lesser with all land held in fee, and as characteristics of homage being:

-The service of Lesser in arms -The service of Lesser in court -The service of Lesser in wardship -The service of Lesser in forfeiture

The Lord will be held accountable for the Feudal State and will not be above TNRE.

Any attack against the commerce of a Roman State will be seen as an act of War against TNRE. Any attack against Nova Roma will be seen as an act of War against TNRE. The declaration of war against a Roman State and TNRE will be unacceptable, and unnallowed.

Section Four: A Note On Unity

-Seen as unnecessary is an Economic divide within TNRE and all Roman States, as all Trade Barriers are deemed unfit. All obstacles obscuring, blocking, or barricading, Free Roman Trade shall be obliterated, annihilated, or destroyed.

-It will be deemed unacceptable for a Roman State to Culturally blockade another State, and it will be seen to that assimilation, dispersion, or absorption of any Roman State between, within, or betwixt another State will not be stopped.

-Also unallowable is the obliteration, incineration, or suffocating effect any Roman State has with, without, or within another Roman State, and any effect effecting the efficiency of the effective New Roman Empire, shall be smite, smote, and smacked.

The Unity of The New Roman Empire is of ridiculously exaggerated proportions, yet it shall be set as the first priority of TNRE. All changes within The New Roman Empire Administration are to be discussed with the Senate, and TNRE is not to be foolishly disbaned by the whim of one.

Divided, we are nothing. United, we are everything.
