The OCULMAGT is an elite secret society of spies, assassins, and thieves that are the unofficial intelligence community of the Nationalist Republic of Lorkhan. They are the friendly rivals of Lorkhan's official intelligence networks, the National Beauru of Intelligence, the NSSC Sovereign Sentries, and the Aquamagt's Civil Intelligence Committee. They are unequaled in efficiency and are considered the personal agents of the Grand Nasier himself. Due to the nature of the OCULMAGT's operations, they are notoriously known for being extremely improbable to trace, even by the most advanced surveillance and trailing methods. The organization's secrecy is so great that most outside of Lorkhan's highest ranks have no evidence to prove it exists.

The organization is de-centralized and has no defined base of operations. Their leader is a masked agent unknown to all but the Grand Nasier himself, and even the Grand Nasier does not know the man behind the mask. The organization's numbers are unknown, but likely reach into the thousands. Their identities are unknown to anyone outside of the agency.


Organization

The main advantage and main contributor to the OCULMAGT's efficiency is the practice it refers to as "Altlevere - Enhjerne", or "many hands with one mind." The OCULMAGT's director is known as the Mind. The Mind has ten Palms of equal power to another that he/she personally trains and directs. The Palm can be anyone from a politician, a judge, a general, a businessman, or even a simple teacher.


The Palm

The Palm is recognized as the grip of the OCULMAGT, directed by the Mind to grasp whatever resources and complete whatever necessary for the Mind's basic objective. The Palms then organize their own separate branches and distribute their influence in necessary areas.


((OOC: A real life counterpart of this would be Al-Zarqawi's Al-Quaida In Iraq, which operated under the same goals as Al-Quaida, but through separate jurisdiction.))


The Dart

Within the Palm is the Dart, which reaches out toward a specific destination at the will of the Palm. The Palm's recruit agents known as Dart's and train them just as the Mind did the Palm's. The Dart is considered the lowest tier in the main organization of the OCULMAGT. Anyone outside of these three groups are considered mere agents or in some cases a Point.


The Point

The Point does not know of the organization or of information outside of which the Dart has informed him/her, which in most every case is only the information necessary for the completion of the mission. This is not an exact policy for the organization, as in any given instance anyone from the Dart or the Mind can perform a number of possible same tasks as the the other ranks.


Most Darts assign private contracting companies as their Points, as they are effective in any given field with varying factors that are capable of benefiting the OCULMAGT's aims. These agreements are never done electronically, making it easier for the OCULMAGT to cover their tracks in a digital age. Many of these contracting firms are actually established by the Darts themselves, and thus the Darts are capable of bringing OCULMAGT training and skills his employers. In this case the Dart receives an order from the Palm, and the Dart goes about achieving this order by contracting men to achieve the tasks. This is the single greatest deterrent to investigating the route of the OCULMAGT. If the contracting company is discovered, the Dart is often alerted ahead of time and withdraws. Without any valid information on the Dart a trail would run cold. Even if a Dart is captured, the Dart is nearly as limited in providable information, especially if the Dart follows proper procedure to cover their trail.
