Zionaren is a breakaway nation from The Xheng Empire. For almost three centuries it has existed independently of its former civilization. Zionaren was a founding member of the Tarutaru Union Council and is an active member of the North Continental Alliance.

The Zionaren Breakup

Throughout the ages many of the citizens of the Xheng Empire were unwilling to settle for isolationism and decided to journey throughout the world. Under the decree of the Emperor, these unsettled peoples were permitted to leave, but they were forever banned from returning to the Xheng Empire. Their leader was an individual named Zionaren Venixer. He was not of any noble blood. He was a commoner but he was a magistrate in the port city of Blue Pearl. The Emperor allowed three years for the now labled "Exiles" to prepare to leave, if they were not gone by the end of the three year period, they would be imprisoned.

Zionaren wasted no time and began to raise money to build ships. Many more people than he suspected wanted to leave the Xheng Empire, nearly three million people! This was the largest mass exodus in recorded history. Nearly 1/8 of the Empire's entire population wanted to leave for a new homeland. Zionaren Venixer eventually assembled a fleet of nearly 80,000 ships, some of the largest ever constructed and departed. The journey to unknown lands was not easy. The fleet divided into four armadas of 20,000 ships each to find new places to settle, but it was extremely difficult. Many of the lands that they had come to encounter were already settled and could definitely not sustain a huge influx of population like three million exiles.

Eventually Zionaren's own fleet reached one of the many "Banished Continents" of Xheng folklore where supposedly the gods lived and no living being was to step foot onto. However Zionaren was a practical minded individual and realized that his people could no longer sail througout the known world without food or a home. He ordered a landfall and soon the first established villages were constructed. It was with extreme fortune that the Zionaren Exiles found lush farmable land and wealth of forests for their construction. Like Xheng architecture they used wood to extremely efficient means never abusing what nature gave them. The Zionarens still kept much of their Xheng heritage as they built their cities according to Xheng city plans and kept many Xheng Legal customs. However Zionaren Venixer eventually loosened many laws that made them leave the Xheng Empire to begin with.

Zionaren sent out ships to explore neighboring lands and discovered many cultures were neraby. The other fleets had arrived back with knowledge of the surrounding states and kingdoms and soon Zionaren wanted to trade. The lush warm weather of the new "Principality of Zionaren" was perfect for rice cultivation, tea plantations and unfortunaetly, disease. The Zionarens had to devote a great deal of their effort to trading for medicines to combat these tropical diseases. They were smart enough to alert all incoming trade ships from foreign lands to conduct their trade by the means of an artificial port built out at sea, so that contact would be limited and that disease spreading would be controlled. These quarantined ports would be safe from any infections or plagues. Eventually the Zionarens themselves developed the means to combat diseases that were rich in the tropical regions and they lived well.

The Xheng Empire had kept their watch on the Zionarens but still maintained an isolationist point of view.

A new start

The construction of Zionaren city lasted a decade. The Zionarens themselves put great effort into the creation of their new base of operations. 3 million Zionarens arrived at the new port capital. Stretching out as far as they could to take advantage of unoccupied territory the Zionarens stretched the principality far. The establishment of 20 district provinces was formed. To govern each province, a Chancellor was elected by popular vote, and his ministers were appointed to govern each province. Overall rule needed to be established. At popular support, Zionaren Venixer had established himself as the first Chancellor-General to oversee all the other Chancellors. From Zionaren City he created another cabinet that was delegated direct responsibilities over the other provinces in some cases, and other cases the provinces had more authority.

A similar system was used in the Xheng Empire but in the case of the Zionaren Principality, it was far more effective and fair. The Chancellors of the provinces were given direct ministerial responsibilities in the capital on top of being overseers of their provinces. Thus the Chancellor-General's authority was similar to that of a President in a republic. The Chancellor-General had to face the reality that the Principality almost had no military to speak of. Its safety relied heavily on the generocity of its neighbors. The Zionarens themselves opposed the concept of a military for a long time prefering to live in peace and were pacifists. The result of their lack of violence lead to a rise in crime from insurgents in other nations exploiting the Zionaren resources.

New Government

The new government of the Zionarens kept many features similar to those of the other Principalities and the Xheng Empire. Like the Empire the Zionarens divided their territory up into twenty district provinces. Each district province would be lead by a Chancellor, and under him would be elected members of his cabinet. On top of having to deal with provincial matters, every Provincial Chancellor was also responsible for a certain ministry appointed to him by the Chancellor-General, who was the leader of the entire Principality Government. This system kept the Chancellors loyal and at the same time provided equal footing when dealing with regional issues.

The new government also was elected. Every official elected on a basis of 10 year terms. The current Chancellor-General Kito Venixer has ruled for 90 years, approaching his 10th consecutive term in office. The Zionaran people see democracy as something that is unnecessary and wonder why the world's population sees it so valuable. To them decisions are better made when in the hands of those who are proven leaders and that elections only put their reputations of stability in question.

Trilan's formation

The InsaneHunter Affair severely put in question safety and security of the Zionaren Principality. So much so that many prominent local leaders suggested to the government that they abandon their pacifistic foreign policy. So much so was the public outcry that there was a need for more territory. Before long Chancellor-General Kito dispatched a colonization fleet to the South Trilan Island. His sister, Professor Shantotto Venixer took charge of the operation and soon was able to form another state.

Zionaren and Trilan existed as master and colony for a brief period but then Zionaren granted Trilan full independence. Oddly Trilan refused it and instead claimed independence on domestic issues only. Security. foreign and military affairs the Trilan Government wanted to be handled by Zionaren itself.

The Xheng Empire was pleased to hear the expansion of Zionaren's population into another colony and sent regiments of Cardian Guards to assist in security.

Zionaren Culture

The evolution of their own culture occured rather rapidly. It took place on the journey from the Xheng Empire. The Zionarens enjoy music. Their favorite and most popular instruemtnts are voice, harp and flute. It is little surprise that the music of the Zionarens is known throughout the world and many flock to their principality to hear the concerts they put on.

Like their liberal cousins the Xhengs, the Zionarens are a very cheerful and welcoming people, but unlike the Xhengs, the Zionarens extend their kindness to everyone. The cheerful moods of the Zionarens is famous.

Similar to Xheng culture, the Zionarens are very liberal. They base their ideas and lifestyle on the preservation of peace above all else. Almost pacifists, Zionarens discourage violence but know that if violence is the only remaining method to resolve an issue then they will use it.

The Zionaren way of life is simple. Because they now do not need to farm, they rely on airponics and hydroponics technology to cultivate food. With their technology and dependence on nature they live in well kept homes and peace.

Zionarens are fond of tea. There are more than 500 different types of tea that they enjoy. They are also very fond of food which is expected from them. Experts at cooking and unrivaled chefs often they have won favor from other nations with banquets. With their expertise in music and dancing the Zionarens are one of the few nations in the world who really can throw a party.

The International Community

Due to their physical apperances many foreign diplomats fail to take the Zionarens seriously. However in 300 years of leadership, Chancellor-General Kito Venixer is more than able to challenge anyone in the diplomatic field in experience and expertise. The Principality recently been accepted into the United Nations but is careful to make any full commitment to it.

The Principality recently was considering holding an international summit for all nations in the region to negociate a cooperative trade and defense pact. The Principality also was responsible for the creation of borders and the great map which showed the nations of the region how far their authority spanned. The situation in Zionaran almost going to war resulted in a very concerned public worried about the fate of their defenses. It was clear that nations would not necessarily respect the peaceful ways of the Tarutaru and thus were not going to hesitate to invade their nations. The Chancellor-Generals of both Trilan and Zionaren realized that they had to start on a military buildup program to halt any further attempts at aggression.

All Tarutaru ships in the area were reinforced with double hulls and armed with gun turrets to avoid piracy. Crews were trained in the usage of firearms and were kept armed at all times. The Principality Fleets had to be well protected to ensure that trade fourished. Trade convoys were almost always escorted by gunboats and protective destroyers as though they were at war.

In addition the once peaceful Principalities started to mine the mountains for ore and divert their economies to military buildup. Trilan also agreed to fund and provide manpower to support these new endorcements. The army of Zionaren was trained to 150,000 Taruaru with 300,000 in reserve. Trilan supported with 90,000 Tarutaru and 50,000 in reserve. Armed vehicles were purchased from all over the region as were airplanes. Military drills and practices were conducted numerous times a week throughout every town and village forming a formidable guerilla fighting force and militias. The Ambassadors from the Xheng Empire also sent regiments of Cardian Guards to assist.

Military power

The Principality of Zionaren has no true military. It has no defensive military budget but its defenses have been integrated with commerce. This means that the entire Zionaren merchant fleet is also its military defense. Its crew are its marines and army. But as it has done so before Zionaren forces are effective at naval exercises. Currently the forces of the Principality are actually quite minimum. Due to the 1:20 ratio of Tarutaru vs Cardian in the military the Tarutaru contengient mainly of engineers numbers estimated at 1000 in the Principality Engineering Corps. Armed Tarutaru number 5000. In contrast to their mechanical soldiers, there are 20,000 Cardians in their engineering corps which is used as much as it is for construction as it is for defense. 100,000 Cardians are in the crew of the Merchant Military fleet.

Merchant Military Fleet: Every single Zionaren ship is refitted with defensive weaponry to repel the attacks from the famed pirate: Robertson Andrews in the great seas and oceans of the world. Many of these ships are considerably smaller than military grade vessels. In reality there is a loose organization structure to the Merchant Military Fleet.

Airships: Unlike most nations in the world the Tarutaru Union Military Technology is unusual in comparison to other nations. They utilize slower moving airships, huge helium filled zepplins with reinforced rubber and titanium-aluminium skins that prevent them from being shot down. Massive propellers pull these ships forward with a fantastically large bombload that could devastate cities. Though they are considerably slower, they can fly at higher altitudes than bombers can and have remarkable accuracy. Airships are also used frequently for security checks and spying if needed

Cardian Guards: Automated soldiers designed for combat in biohazard areas or heavily mined battlefields. They are entirely automated robotic soldiers who can travel on any type of terrain even rocky terrain and obey remote controlled orders, or are left to their programming. Cardian Guards can be produced on mass and do not require food or pay. They are considerably cheaper to handle in comparison to heavy machinery. Cardian Guards can be effective with ranged weapons or even operation of tanks and armed transport vehicles. Cardians are also programmed for piloting making a single Cardian Guard a pilot, an assault trooper, a driver for a vehicle and an engineer. They do have the ability to repair each other but realistcally would need an actual Tarutaru engineer there to supervise them. Despite their appearance they can in fact go up and down staircases. They are called "Cardian" guards because they used to be named after Tarot cards. In their military ranks the "Ace" Cardians are the highest ranking. In reality the Cardian Guards are drone foot soldiers used to simply swarm enemies since they don't obstacles fall in their way. They may even be subject to friendly fire, distracting enemy positions as more and more of them arrive on the scene. Remarkably cheap to produce, only the Tarutaru truly know how they function. Foreign attempts to replicate the technology have failed. Cardians over the course of the years have been standard sights throughout the cities of the Tarutaru from the Xheng Empire to its principalities and tribal borderlands.

Conventional Weaponry: The Tarutaru union does in fact purchase large assortments of weaponry from other nations. Due to the physical capabilities of the Tarutaru, they themselves modify and adopt the weaponry such as ground and naval vehicles for their use. Most of them are crewed by Cardian guards who have physical stature to humans. Weapons of all nature can be used by the Tarutaru even if they are physically smaller they are quite strong for their size and do have the ability to handle weapons of their type.

Elite Guard: The bodyguards of the Chancellor-General who still wear the traditional armor of their first formation. They are responsible for guarding most important government facilities and the properties and residences of important officials. Armed with Sword and Shield in traditional ceremonial roles the Elite Guard are also a covert operations team capable of infiltration and espionage.

Military and Diplomatic History

The InsaneHunter Incident: The conflict arose when the Dictatorship of InsaneHunter invaded a neighboring country, prompting The Principality of Zionaren to establish a blockade and threaten military intervention. Armed conflict was averted however when Gryphonisian naval forces arrived in a show of force to stabilize the situation.

After intense debate, InsaneHunter agreed to withdraw from half of the neighboring country, cease aquisition of new territories and consent to an establishment of a DMZ. Zionaren subsequently recalled its navy and disaster was averted but refused to acknowledge the existance of the DMZ or InsaneHunter's claims to the territory recently they have even made informal statments about possible military action to force InsaneHunter's troops from the area.

The Kratloctostan Civil War: The Kratloctostan Civil War began when terrorists incited an uprising of the common people, following which bombings and other attacks on government buildings took place. The Dictatorship of Insanehunter, taking offense at certain comments issued by the Kratloctostanian government, then invaded. The Plainwell Nation declared immediate neutrality (considering the issue an internal affair), however the House of Ellison immediately sent aid forces. At relatively the same time, the Dictatorship of Insanehunter was overthrown and became a People’s Republic. Quickly Gryphonisia also sent aid forces and requested for permission to dock at Kratloctostan ports. The nations of Exslaves, Nedinskia and Depptopia also joined the allied forces to repel the rebellion. Depptopia’s Emperor was enraged at the situation due to the fact that it was the largest neighbour to Kratloctostan and fears that the rebellion could spread into its own borders. The Zionarens and Trilans, also sharing the same continent, prepared their own defenses for joining the Allied Forces. The new government of Insanehunter ordered its own military forces to be sent in aid of the allies. As the House of Ellison’s forces took the brunt of the fighting, the Zionaren and Trilan military forces called on coordinative efforts from the Tarutaru Union to form blockades of rebel-controlled port cities. Quickly after the blockades began, the President of Kratloctostan announced on International Television the will of his people never to surrender without a fight. Though the fighting the rebel forces pushed from their hidden mountain bases to scatter the allied defenses. It seemed at first that the rebel forces held a clear upperhand in their use of guerilla warfare and hit-and-run tactics, and they seemingly knew when and where the Allies' troops would be. The only ray of light for Allied forces came when Ellisonian Imperial shock troops stormed a building in the capital, taking hold of a rebel-controlled biological weapon which threatened the city and the entire war effort.

The dense forests of Kratloctostan were a natural barrier for the air forces. The Tarutaru Union revealed their secret weapon- airships- in a surprisingly effective bombing campaign that surpassed even the best American-made bombers that Gryphonisia had used. Gryphonisia at first warned the Tarutaru Union not to enter then-Territory White-N which would become the nation of Postulio, created almost directly as a result of the civil war. As the bombing campaign continued, the Allied ground forces under Kratloctostan resistance and Ellison forces willingly withdrew back to the east coast hoping to stretch the rebel forces thin. Their plan worked, as reinforcements came from all involved nations handed the initiative back to the Alliance. The Tarutaru Union contributed 75,000 Cardian Guards, new automated fighting automatons to start the counterattack. Vicious fighting occurred inside the Capital City as the rebel forces held out as long as they could against the onslaught of the Allied bombardment and armored units. The Cardian Guards fearlessly rolled right into shell and gunfire, many of them obliterated in the first wave as the rebels fought back.

The push on the capital city was one of vicious fighting. As the Gryphonisian and Union Airforces continued to blast the mountain ranges, the rebels fled the capital for the northern hillside. Allied forces marched into the ruins of Emira. Unknown to the Allies at the time the rebels had actually massed another formidable armed force north to retake the city in yet another bitter urban battle. The air bombardment of the Rebel Base continued and slowly and surely all rebel forces in the mountains were routed. The rebels, desperate for a resolution, made their final and suicidal push at the capital city, succeeding to some degree in capturing it from the Allied forces for a second time, but soon the Allies had them completely sieged in. Kratloctostan’s civil war ended.

From Principality to Federation

The establishment of the Protectorates was at first a method of forming colonial-like buffer states that would protect Zionaren from external attack. This was also preasured by the Tarutaru Union, mainly the Xheng Empire to expand the influence of Zionaren in the RVB Region. The other nations in the region objected to the growing influence of the Tarutaru Union and the constant meddling of the Tarutaru Union military and petitioned the UN Delegate, also a Zionaren official to do something about it.

The result was the expulsion of all puppet states. The governments of Trilan, Falgan, Keodian, Entoran and Nituran were dissolved and merged with Zionaren. Zionaren ceased at that moment to be a Principality, instead it became a Federation of unified states, the Federation of Zionaren.

The Federation of Zionaren controlled all the same territories as the Tarutaru Union did in the region instead, because Zionaren was a peaceful nation the entire military infrastrcture was eliminated leaving civilian control dominant. Zionaren would rely on diplomacy instead of military power of the Tarutaru Union to direct its external affairs.

The setting up of 13 strategic trade ports was the first priority for the Federation of Zionaren. The establishment of these ports was to be able to refuel and resupply the merchant fleets. Since its economy depended on exports of materials throughout the region these ports were extremely important. To assure that they did not interfere with other national fleets, the Zionaren Trade Ports, with the acception of Port Hunter, were all on neutral territory, none of the nation states could dictate the policies within these ports, they were essentially Zionaren territory outside their land. These were not colonies and according to their charters were only permitted to exist within 50 square kilometers from the coastline.

At first these ports were established strictly for Zionaren use, but later they were allowed to service allied military fleets but military personel and hardware were strictly enforced so that these ports were never to become military installations.

Organization

The Federation of Zionaren is organized in a unique fashion that began the first Nation-Entities

Chamber of Chancellors: The primary legislative body of the Zionaren Federation is the Chamber of Chancellors. The Chancellor-General oversees the other Chancellors from cities, townships and port cities of the Zionaren Federation as well as regional and rural representatives. Overall there are 103 Chancellors with the Chancellor-General overseeing them. He himself appoints members of his cabinet.

Cabinet: The Cabinet is the collective of ministers and officials who oversee responsibilities of the Zionaren Federation.
