The Pacifist Republic of the Red Zealots, informally Zelotya, is a small archipelago east of South Africa. It is a collection of three former nations, Snell's Law, Zelotya, and Achtungia. None of these three nations have never been a part of NationStates. It is part of the continental region of Lemuria. The public sector is comprised of Social Welfare, Education, and Public Transpotation and Environmental Studies. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

National Flag

Zelotya's flag features a thin, off-center, white chevron, separating fields of red and black. A simple yellow triangle is placed in the angle of the chevron.

The flag was designed by 16-year old Kennedy Davisson in a national contest to design the national flag in 2004. The flag was redesigned by the previously-mentioned child in September 2005.

Ethnicity

Zelotya is made up of three different groups of ethnicitys: Asians, Caucasians, and Aboriginals. While Africans and Middle Easterns live in the nation, there are not enough of them to collectively equal five percent of the population. Aboriginals make up 64.3%, Asians make up 17.4%, Caucasians make up 14.0%, and Africans, Middle Easterns, and others combined make up 4.3%.

Religion

All religions are legal in Zelotya, however Buddhism is often cited as the official religion. The largest practiced religion is Buddhism (58.2%). Other religions (decreasing in size) are Christianity, Animalism, Atheism, and Islam. All religious practices have strict rules to follow. Among those rules, humans may only be sacrificed once a month if at all, persons involved in religious congregations must be clothed, no religion shall dictate harmful acts towards other religions, and each religion must send a representative to the Prime Minister. These representatives must tell the Prime Minister if any of these regulations or other rules are being broken.

History

Discovery The islands of Zelotya were discovered in 1862 by an Australian family on a leisure boat trip. They landed and encountered a group of aboriginals. The quickly sailed back to Australia and reported their finidings to the government. The Australian government did not report to the British government that they had discovered islands, and released this information when Australia became a self-governing British nation in 1942.

World War Two The original Islands of Zelotya were west of the Australian city of Perth. The Australian army built a naval base near the village of Mombasa after the Battle of the Coral Sea. Australia temporarily annexes Zelotya and seven Zealot troops are sent to England in preparation for Operation Overlord. Following the Normandy invasion, all seven soldiers return to Zelotya safely.

The Cold War Zelotya declares its soverignty in 1948, and elects its first Prime Minister, Jason Wallace, in 1952. Zelotya annexes a group of islands named D'law de Snell near South Africa. In 1976, the Communist Party in D'law de Snell stage a bloody uprising, successfully taking control of the local government. D'law de Snell immediately declares its independence. The Premier of Dlaw de Snell arrives in Borealis Catarnis.
In 1990, the Communist Pary loses support as the Union of Soviet Socialist Republics (USSR) begins to disintegrate. Pro-Democracy Snellians chase out the ruling party. D'law de Snell is readmitted into the Commonwealth.

2004-2005: The North Pacific Debacle On 18 December 2004, the Commonwealth of the Red Zealots becomes a member of NationStates and lands in the North Pacific region. On 21 January 2005, the Red Zealots leave the North Pacific Directorate (NPD) out of disgust of its actions and joins the region of Lemuria as a refuge. On 10 April 2005, the Red Zealots becomes an official citizen of Lemuria and permanently severs ties with the NPD. There have been five special elections which called for Zelotya's joining of the North Pacific Underground/North Pacific Confederation, but none have succeeded.

2004-2005: The Boxing Day Tsunami On 26 December 2004, an earthquake-generated tsunami completely submerges the Islands of Zelotya. Most citizens are killed. A government-in-refuge is set up in the colony Zanzibar near Africa. A week later, ZBC News reports that Republican Finance Secretary Limon Gargutia had intentionally spent relief aid from many world organizations on vacation trips for many of his fellow Republican Congressmen. This led to massive demonstrations at the Djistgra, resulting in a special election for the Cabinet, House, and Durak. After the elections, the Republicans had lost nearly 70% of its seats in the Djistgra, thus marking the end of the conservative hold of the Djistgra which has lasted almost 30 years.

After Pixiedance With the passage of the Pacifist Act MMV, the nation officially adapts Pacifism as its military directorate and becomes an indefinite neutral state, like Switzerland. On 7 July 2005, bombings in London's transit system injured one Zelotyan diplomat. The government declares 8 July 2005 a day of mourning for the victims of these bombings.

Politics

The government of the Red Zealots is a Parliamentary Democracy, similar to the governments of Canada and Australia. The duties of head-of-state belong to the Prime Minister, while Commander-in-Chief duties belong to the Lower Minister. The Governor-General is the head of the Djistgra. Under the Governor-General are the secretaries in the Botannical Cabinet. Each secretary is the head of various areas in the economy, welfare, and defense sectors. The Cabinet meets in Tesla-Coulomb Hall in Vent d'Ouest.
The Djistgra is the Congressional Wing and is separated into two parts: the House of the Islands and the Durak. The House has two representatives from each islands with a population greater than 1500 people. The Durak is based on proportional representation from 6 political districts, much like the House of Representatives in the United States. Both the House and the Durak are based in Borealis Catarnis.
The Justice Wing is made up of the SatingaDa, the high court of the land. There are 8 Justices and 1 Premier Justice. The justices and their families and aides are the only inhabitants of this island to keep them cut off from any bias in the media, and the location of the island is classified.

Political Parties

There are four major parties in Zelotya, ranging from all sides of the political spectrum. Zelotya has a liberal majority, therefore the majority of voters are registered Democratic Liberals or Greenies. Despite this, many politicians from a variety of political parties are voted into the Cabinet and the Djistgra. A breakdown of the political parties:

People's Socialist Party of the Red Zealot
The Socialist Party is led by Gufads Aberdeen. This party and the Communisty Party merged in 1995 after the Communist breakdown in D'law de Snell. This party has slowly been disintegrating to the more humble Liberal parties. Socialists are designated with an (S).

Democratic Liberals
The main political party of Zelotya, the Democratic Liberals (DemoLibs) contol both parts of the Djistgra. The party's Premier is Stéphen Desol, the current Prime Minister. Approximately 400 million voters have registered as a DemoLib. DemoLibs are designated with a (D).

Green Zelotya Now
The Green Zelotya Now (Greenies) party is the most environmental-focused out of the five major parties. Their leader is Dwighten Fitzgerald, the current Lower Minister. This party seceded from the DemoLibs after the infamous Federal Highway Act of 1972. Greenies are designated with a (G).

Aborigine Defense Alliance
The Aborigine Defense Alliance (ADA) represents the hundreds of native tribes living under Zelotyan control. While the aborigine population makes up 76% of the national population, the ADA has a weak grip on the Djistgra. Their main goal is to make life in Zelotya reminiscent of the old aborigine way. Aborigines are designated with an (A).

Republicans
There is no definitive Republican party to represent Conservatives in the government. After the Boxing Day scandal, the Republicans have split into three major factions due to in-fighting, a capitalist faction, a religious faction, and a nationalist faction. An unofficial leader for the Republicans is Governor-General Ramar Kreschom, although he declares himself unaffiliated with any Republican party. Kreschom and other high-ranking politicans hope that the civil war in the Party can cease before the Republican Party erodes away. All Republicans are designated with an (R), regardless of affiliation.

Military

Being an officially Pacifist Nation, the government is scaling down the military to just defense purposes. Military service is still compulsory for every graduating high school student, but after the Pacifist Act MMV, it has been suggested that all students be required to join the National Guard. The military is relatively weak, and with the Pacifist Act's passage, will become weaker. The Army will be replaced with a standing National Guard, and the air force will cease operations.

NANED

The National Association for Naval Exploration and Defense (NANED) is Zelotya's navy. There are currently 5,000 men and women enlisted in NANED. There are currently two bases: the small island of Pido Pico and a small coastal village called Dafuu Port in the nation of Ustick.

NASER

The The National Association of Space Exploration and Research (NASER) the nation's space research association, is set to close at the beginning of the year 2006 due to overwhelming expenses.

Domestic Policies

Education & Welfare

Education

All children attend mandatory preschool from age 3 to the time they enter kindergarten in the elementary school. Zelotya has 15 elementary schools that teach students from grades K-7, and the 5 terminal (high) schools that teach grades 8-12. After the 10th grade, each student is subject to an exit exam, an exam they must pass to graduate from terminal shcool. Current passage of this basic exam stands at around 75%. While the schools are amongst the best of the region, many taxes and bonds have been placed on taxpayers to achieve these results.
After graduation from terminal schools, students can do one of three things: get a job, go to a community college, or go to the national universities.
First, there are the community colleges that students may enroll in after terminal school. These are schools of less-caliber academics, but have cheaper tuitions than the national universities.
There are three national Universities: the University of Imahara (l'Université d'Imahare), the University of Zanzibar (l'Université de Zanzibre), and l'Université de Vents (the University of the Winds). This is for the more academically-capable students and do obtain high marks worldwide.
Students who wish to continue education past the Post-Terminal level go the the Lemurian University.

Economics

A majority of the employed force work in the public sector. All public sector jobs are government jobs, meaning top-of-the-line health benefits and easy job transfer. Zelotya is abound with medical officers and educators, but is currently hiring environmental surveyors and computer and security technology. On the decline are military armament production jobs (because of the Pacifist Bill MMV) and roadway construction workers (recently, control of roads have been privatized).
In 2004, the began to hire workers in July 2004. Currently 21% of the working force is working on this project.
The private sector is weak compared to the public sector. The largest industry is the Sidewalk Lemonade industry. The private sector is beginning to grow because of the recent privitazation of the road system.

Transportation

The Zelotyan Highway system is on its way out. After mass urbanization, cities began to look cluttered with highways going everywhere. There were two plans to solve it: either build a highway system underground or mass transit the nation. Voters picked the latter, thus creating the Z! Métro.

The SubRepublic of Ustick

Ustick is a small island in the Indian Ocean and is a SubRepublic of Zelotya, operating as an independent nation within Zelotyan boundries and under Zelotyan law. Currently, there are ~1 billion citizens of Ustick. The prime minister of Ustick is Judith Miller (G).
