Overview of the Armed Republic

The Armed Federal Republic of the Serene Death is a nation set near the northern edge of the Fusarian Galaxy. It is just coreward of the Cyclopean Nebula, which separates the habitable worlds of the Armed Republic from its uninhabitable former systems and the Unexplored Sectors that lie along the northern edge of the galaxy. The nation is inhabited by 2 sentient races, Humans and Culta-Gen, as well as their hybrids known as "Lesser Men." A very large and socially progressive nation, with a compassionate population that enjoys extensive civil freedoms, it is known for its population's widespread ownership of weapons and the nation's compulsory military service. Most businesses are lightly regulated while the book, arms, gambling, and trading industries see little interference.

The government of the Serene Death uses a federalist republic system which allows local governments (systems and planets) semi-autonomy while still keeping them under the control and protection of the central Armed Republic. Starting out as a confederation of refugees has led the people and government to believe that in order to survive much of the government's power should be diffused and controlled at the local level. After the people were able to settle down and rebuild, the government slowly centralized more and more power, and has continued to do so to this day.

Geography

The Armed Federal Republic of the Serene Death is the government in control of 15 sectors in the Fusarian Galaxy. It is cut off from any travel to the galactic west (rimward) by the Cyclopean Nebula. This entire nebula is alive with electromaginetic activity except for the Serene Vale, which only gets a rare, violent electrical storm every now and then, Known as a Thunderclap. The Serenity Vale is the main passage through the nebula, and the only passage large and safe enough to allow any amount of space vessels thought unharmed. The passage is called the Serene Vale because the near absence of spacial activty in the Vale allows a wonderful view of the interior of the Cyclopean Nebula. This is the main route that survivors took to escape the aftermath of the Free Zone War and is the most guarded area of the Serene Death, with checkpoints and watch stations at both ends as well as patrols running along the entire passage. Some have protested this as being unnecessary as non-governmental vessels have not come near the vale in over 75 years, but the military says that it is acting in the public's safty to keep the nebula and the general population separated.

The rest of the Serene Death's territory is a mix of gas giants, barren worlds, and habitable worlds. The people of this nation are spread out all among these planets and can be found almost anywhere. Colonies on dead planets, ice asteroids or in the upper atmostphere of gas giants are not uncommon to these hardy folk. To the galactic east (coreward) it is bordered by the Barrier, an asteroid field that spans the center of the Serene Death's coreward border.

History

After the destruction of their home systems in the Free Zone War, the people of the now named Serene Republic moved through the Serene Vale in the Cyclopean Nebula and left their war-ravaged home sector behind. They decided to colonize the new planets they came to and set up a new government to protect their people better through massive defensive measures and decentralized government.

In recent history the government has been loosening restrictions on personal weapons and starship weapons while restricting people's power in the political process and instead giving it to politicians and the military. Fears over a military coup taking place or an oligarchy being set up were somewhat confirmed with the arrest of the president and take over of the Executive Branch by a military council. This council was disolved and new elections were held after widespread protest over the action.

Government

The Armed Federal Republic has universal sufferage for all citizens over 18 and free and open elections for its people. Its constitution calls the nation a "Constitution-based Federal Republic," which has been interperated as meaning that power in the government is split between local and nation-wide governmets which are elected by the people. The federal government is split into four branches: the Executive, the Federative, the Judicial, and the Legislative which is split into two houses: the House of Parliament and the Senate House.

Local governments are sometimes similar to the national government with the separate branches ruling over locals through a federal system (usually in Fortified Metropolitan Planets), while other local governments use unitary systems (usually Militant Systems). Some local governments use an elected governor or appointed governor-general, and in the past local governments have even been corperate police states, socialist democracies, communist dictatorships, and even a theocratic republic (see the Theocracy of Dunwyl in the history section).

Military

The Armed Federal Republic of the Serene Death is named so due to the easy access to weaponry throughout the nation and because of the military training of all its citizens. After they leave high school, all civilians are drafted into the military for 2 years, after which they can either continue their military service or move on to college or a career. The officers of the Serene Death military are known for their ability and discipline due to the extensive and rigorous training they are put through. This lengthy and tough training continues their entire way up the ranks and leaves their military with less high ranking officers who have much more quality in their trianing.

Economy

The economy of the Serene Death is based mainly on liturature, arms, and resource sales. Many of these in the Serene Death are sought out by other nations, and the nation's fleets of state and private trading ships take them to all corners of the universe. These traders also bring back many materials needed throughout the nation. The gambling industries also boost the economy and spirits of the Armed Federal Republic, though some groups believe it is wrong to gamble. The most powerful corporation in the Serene Death is LaMerk Industires, which is a conglomerate of many different lesser companies under the LaMerk ownership and administration.

Culture

The Serene Death has a varied culture that is spread over its entire territory. It has a well known plethora of authors who write in all subjects. Many of its arts are well known and original pieces are stored in both the Ini National Museum of Art and the Art Institute of Dunwyl. It is also home to several homegrown religions. These religions are Lysitegran (34%), followed by Lysian (22%, Culta-Gen dominated) and Tegran (21%, Human dominated). Sevoi is a distant 4th with 11%, while Arach and Atheism both have around 5%. It is worth noting that while only 5% claim to be atheist, around 50% of all citizens do not actively practice their religion.

Current Affairs

The Serene Death has been troubled with territorial issues and has had 2 recent troubles over power: The Fallen Earth, a lost colony turned independent state; and Sorvosi, a pirate hideout turned tyrannical, oppressive dictatorship. It also has had to deal with a highly expansionist population, which has gone farther than the government can safely watch over and protect.

Fallen Earth

The Free People's Commonwealth of Fallen Earth was originally a large, self-sustaining colony sent out beyond the asteroid-filled sector known as the Barrier in hopes to find a mineral rich area to settle. When no word was heard from the convoy of over 100,000 colonists after a few years they were marked as lost. Recently, a mining crew working through the Barrier ran upon a mining facility of theirs and alerted the government. They sent out a small fleet to investigate and open up relations. When it was found that these were the lost colonists, the government claimed ownership over the entire Commonwealth. After many heated debates, the Commonwealth entered the Serene Death as an autonomous protectorate and was allowed to continue running as is, but gave up all external control. In addition, 90% of its military was integrated into the Serene Death's armed forces. The rest was allowed to maintain itself as a regional defense force.

Sorvosi

It is believed that the system that the Oppressed Peoples of Sorvosi is now in was originally a base of operation for a pirate group known as the Borderworld Buccaneers. While the Military Police continually tried to find their base, it was never possible. The system they were and currently are based in has several peculiar stars nearby which mask its location on most scans. This allowed their raids to go longer since no one was able to follow them, and has kept them out of view until recently.

Main of their early raids were particullarly vicious, such as one raid in which they slit the throat of all 450 people of a small borderworld town while they slept in their beds before plundering everything worth anything in the town. One of the last of these early raids was the worst of them all. They attacked a prefab agriculture and mining town known as Heartland which had 15,000 people living in it. They attacked just after dinnertime, to catch people off guard. An ARM taskforce tried to force them back but was destroyed. After that they surrounded the town with their main ships while using their smaller ships to pick up any stragglers outside the town. Then what happened next is not certain. But when the frigate Hash'kai sent a team down to investigate 14 hours later they found the entire town had been removed from its place, much of the surrounding fields had been harvested, all equipment from the area was gone, and in the town was found the skeletons of the 5000 oldest and most fit members of the town in two piles. The first was a pile of headless skeletons (stripped clean by hand at the site), and the second was a pile of 5000 heads slowly rotting with their faces of agony staring into the distance.

After this it was revealed that the original leader had been usurped and the new leader, Sovr Une, had a radically different approach to how things should run. Instead of just piracy, he was into something else. Suddenly, towns in their sector would end up empty. A high-class pleasure cruiseliner 2 sectors away disapeared just before it made it to the end of its cruise, with several members of the crew found dead in life pods nearby. Governemental and private scientists in all fields would be abducted, along with their entire neigborhoods. Those that resisted were turned into skeletons from the neck down and left as warnings. And just as suddenly as it started, the attacks stopped 2 months after the abduction of Heartland.

Recently, a flight from the Exploratory Corps found the Sorvosi system, which they at the time called X-48I. When scans of the systems showed signs of another civilization, basic scans of their technology were taken and returned to the government. When cross-refrenced with known ship and technology types and variants, it was recognized as a highly advanced and modified version of what the Buccaneers used. When first contacted, the group stated itself as the nation of Sorvosi and declared itself independent and free from the rule of the Serene Death. The destroyers and battlestar sent to negotiate with them saw differently and a firefight was initiated before the Serene Death ships could pull back. One destroyer was destroyed will all hands lost and the other was badly damaged. Since then the Serene death has surrounded the system in gravity shadow mines to disallow jumping out of the system and has a large patrol running all around the system.

Territorial Expansions

Due to the Serene people's ever-present need to expand and to find their own space, the population of the Serene Death is now spread over territories that can no longer be patrolled. Colonies' cries for help are not answered due to the government's inability to protect all of the new territory it is gaining due to the expansions. Sovereignty arguments have popped up between new colonists and the far away government, some of which have ended in the destruction of said settlements durring armed conflicts. Pirate raids and small warlords are starting to become common along the fringes of Serene territory, and vigilante actions have become the only defense against terror and oppression along the rim.
