Thomas Blaine was a Pacifican explorer, commissioned by Bruce Wallace, to explore the landmasses north of New Genoa Island. The island he came across, inhabited by a tribal people known as the Blainons, was thusly named after him. The island's prime city, Blaine, was founded by Thomas Blaine himself. It was a former Blainon trading village ruled by Chief Haison.
