The Holy Empire of Tolvarus is a huge, safe nation, notable for its punitive income tax rates. Its cynical population of 428 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Religion & Spirituality. The average income tax rate is 65%, and even higher for the wealthy. A substantial private sector is dominated by the Uranium Mining industry.

The government seizes all major gold finds, naturists are jailed regularly for indecent exposure, research into 'designer babies' is banned, and a National Academy regulates grammar and usage. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Tolvarus's national animal is the lion, which is also the nation's favorite main course, and its currency is the xequoth.
