A treaty is, in theory, a binding agreement between international actors such as states or international organizations. Treaties might also be referred to as protocols, international agreements, covenants, conventions, exchanges of letters, exchanges of notes, etc. Legally speaking, an officially signed agreement ratified according to the laws of two or more states possesses all the qualities of a treaty, regardless of what it is called.

Most treaties in the Nationstates world take the form of alliances. While alliance treaties are binding as long as a nation remains a member, membership in alliances is often at will. Even when there is no specific provision allowing nations to leave at will, they often feel free to do so.
