The Holy See of Twente is a nation in the region of Europe. There, the nation is a member of the ITO alliance. It is a Twentish Catholic nation that has the Patriarch of Europe as its Head of State. Twente freed the Holy land in Isreal-Palastine and formed the Patrimonium, the Vatican.

Government system
Elections are being held every five years among all national citizens of 21 years and older. The voters will chose their preferred party to represent them in the House of Representatives. Indirectly they also elect the new Head of Government, the General-Kanzler or Chancellor; this position goes to a representative of the winning party.
The ceremonial position of Head of State will be executed by the Patriarch of Europe, seated in the Patrimonium, the position involves appointing a Chancellor and Council of Ministers to form a government together.
The Head of Government is the Chancellor, put forward by the winning party in the national elections. The Chancellor assembles a council of ministers to form the executive branch with. The Chancellor names the High Council to form the judicial branch. In periods of National Disaster or War the Chancellor gets emergency powers that allow him to rule the Holy See without interference of the Patriarch, legislative and judicial branch.
The House of Representatives is made up by 500 seats, from which one will function as chairman. The representatives hold the first right to pass a proposed law, yes or no. The representative may also put forward a law proposal. The Senate is made up by 100 independent or party dependent senators, put forward by the Archbishops of the Holy See. They hold the right to shoot down any law.
From the 1st of January 2005 Twente is a constitutional ecclesiastical monarchy, the monarch being the Patriarch bonded to the Twentish law. The Chancellor holds most power, he is head of the government and the military.
