The Union of Soviet Tschazanovite Republics, commonly abbreviated USTsR (Modern Zlevic: Soyz Sovĕtskiħ Şĉazanovistiĉeskiħ Rĕspublik - SSŞR), also called the Soviet Union (Modern Zlevic: Sovĕtskiĩ Soyz) is an alliance featuring the country and interests of Zedoljev, who mostly all follow the Tschazanovite Socialist model. Set up in 2048 (STS) it was originally called the Unity of Tschazanovite Nations but this was changed as the alliance was drastically reorganised in 2050.

The USTsR is one of three key "Figurehead Alliances" in PEEL, that is to say, an alliance with a particular nation as the centre of the influential sphere. The other two being the Greater Cyberian Union and the Accord of Unicratic Ievurlazkant States - indeed the former is often considered to be in direct competition with the USTsR.

Designed as a means of strengthening internal ties between Zedoljev and her protectorates and colonies while she let go of many external ties and became isolationist, the Soviet Union, also at various points called the Zedoljan Socialist Union and the Tschazanovite Union, focused on the coming together of Zedoljev's interests into a stronger and more manageable whole. One of the problems facing Zedoljev was that many of her territories were overseas, and Zedoljev herself was fairly small. The Soviet Union sought to work around this by improving the infrastructure and communications of each member, allowing the Union to become self-sufficient in case of a total freeze in relations with other countries. However, unfortunately for Zedoljev, to keep these important communication links secure, an increase in the size of the Union's collective armed forces was called for, which did not help Zedoljev's already fragile relations in the region, severely damaged in the Gnome Islands Conflict, where Zedoljev, along with Nurdbotia and San Fredlando, was accused of unilateral and barbaric use of military power.

History

The Premier of the People's Republic of Zedoljev, Aleksei Zvyevonyev, had put on an extremely aggressive showing at the 2046 MuDeAl Summit, where he bitterly fell out with New Cyberian President, Johnathan "Jack" Baruk over allegations concerning the conflict in the Gnome Islands. Feeling that MuDeAl, of which Zedoljev had been a proud member up till that point, was unjustly victimising Zedoljev and Nurdbotia, Zedoljan representatives stormed out of the summit and days later Premier Zvyevonyev declared that all Zedoljan territories and San Fredlando would be withdrawing from the Alliance. However, it didn’t end there. Following on from the formation of COMECON, championed by Nurdbotia, and the COMECON activities in the Gnome Islands, there was a transcending fear of Communist and Socialist regimes among many of the region’s more Plutocratic nations. Thus came the fear that actual confrontation between “Red” (Communists) and “Blue” (Capitalists) could be a very real, and not far off disaster. Many immediately saw Zedoljev leaving MuDeAl as the beginning of the two sides drawing their lines. Zedoljan Foreign Minister, Tima Myerrikovich Gragonev saw this as well and actually suggested that Zedoljev withdraw from COMECON as well. It was Gragonev’s hope that by significantly undermining COMECON in the short term, it would guarantee its survival – and the survival of peace in the region – considerably in the long term. By showing one side to be significantly weaker than the other, then the other side – in this case the “Blues” – could only be seen as the aggressor, without justification, which would be a weighty problem on public relations and regional standing. This plan has effectively kept Red and Blue confrontation to a minimum, although more recent events in Teral have raised the danger considerably.

It was another idea of Gragonev to thus make the ties between Zedoljev, her colonies and her Protectorates (San Fredlando and Burning Flame) all the stronger. This was called the Unity of Tschazanovite Nations, though it lacked any real substance until May 2050 when at the third Grand Council agreed on sweeping reform and reorganisation of the political structure of the Unity. “The Tschazanovite Territories of Greater Zedoljev”, the declared title for what at one point was “The Tschazanovite Territories of Zedoljev, Mayatia and Former Wells-Ville” was used as the mould of the first of the Primary Territorial Soviets. San Fredlando and a special Council of Burning Flame would form other Primary Territorial Soviets, as would the Council of the New Zedoljan Colonies. They were to meet at an Executive Territorial Soviet – designed to have jurisdiction over the whole of the Union, but it later digressed to each Primary Soviet acting out as they saw fit, only meeting at the Executive Soviet for matters of great importance – for example, cases of war. The actual main administrative building of the Union, rather simply called, in translation, Grand House of the Soviet Union, is located on the large Isle of Yuree just off the coast of the Zedoljan capital, Zendivostok – however, given the effective domination Zedoljev has, many believe Zendivostok to be the actual centre, or capital of Soviet politics

Despite its intentions of being insular, the Soviet Union has actually played a large part in recent events. For example, during the Dominion Wars, the Soviet Union actually took an active role against the Dominion and its allies, despite not being directly threatened by the Dominion to begin with. Soviet leaders claimed it was in defence of regional interests and protection of mutual “brothers”. Zedoljan troops, not without controversy however, played a very large part in the removal of the Dominion from the territories of Yugopatomia. Zedoljev also supplied arms and military supervisors to numerous Coalition nations.

The popular view of the Soviet Union has been patchy at best, as political scraps with the likes of New Cyberia and now Teral, while almost only including Zedoljev, has lessened the view on the whole Union. While the Greater Zedoljan Soviet shows little remorse for “defending its interests”, there have been calls from other members of the Union for a more peaceful approach to dealing with foreign nations – even those who act as if always hostile towards the Union.

Political Structure

As redefined in the 3rd Grand Council, the Soviet Union would be governed by an Executive Soviet, from Lila, on the Isle of Yuree. Members of the Executive would be representatives from across the Union, and the Union President would alternate on a three-year basis. However, this arrangement fell through and it was decided that the Primary Territory Soviets would govern themselves and their areas of jurisdiction – only meeting at an Executive Soviet in matters of great importance. This was decided at the 4th Grand Council in 2053. The Executive Soviet members were dispersed back into their respective lower Soviets, though Zedoljan Premier, Aleksei Zvyevonyev, initially retained the title of President of the Union. He relinquished the role in 2056. The title has gone the Flamish politician and Socialist, Juan Pedro Dia, however it’s been recognised that the title is now purely symbolic and ceremonial.

Primary Territorial Soviets have jurisdiction over large areas – indeed over other Territorial Soviets. The exception here is Burning Flame, whose current Primary Soviet is effectively its old Parliament – which still works on a Party-based system. Flamish people are happier under this system as they see it as allowing their individuality and freedom – they can see themselves as partners rather than subjects of Zedoljev, even though in reality, Burning Flame is still much tied to Zedoljev’s politics. Further more, Burning Flame and San Fredlando’s Soviets effectively rule their own states, while the Greater Zedoljan and Novyi Zedoljan Soviets are technically stateless.

Secondary Territorial Soviets have jurisdiction over individual Republics – they politically differ very little from Tertiary Territorial Soviets accept population and significance. With the exception of Belravia, and Federal Zedoljev, the Secondary Soviet states are made of land absorbed by Zedoljev at one point or another. The Tertiary Soviet states are almost all Colonies. It was thought that the absorbed lands would need greater say and status in the affairs of the Union due to their people not originally being Socialist. It has long been the policy of Zedoljev to treat people of absorbed lands very fairly, and only introduce Tschazanovism over a period of time. Another vital policy is to allow them to think they have a true voice and not just an obligation to allow Zedoljev to walk over them. Belravia is purely the largest Colonial Republic and the most significant. It has twice the population of some of the other Colonial Republics combined. All Secondary and Tertiary Soviets are made up of Upper and Lower Chambers – usually a Politburo and Duma, though in the case of South Paran, which is administrated by Burning Flame, the local Government works slightly differently – more in line with the Party politics that is found in Burning Flame. It is however still considered a Tertiary Soviet state. The only other exception is Federal Zedoljev, which has now no Upper Chamber. Its original Politburo has now effectively merged into the Greater Zedoljev Soviet.

Culture

It is true that as part of the Tschazanovite “indoctrination”, the culture associated with Tschazanovism is spread around the Union, theoretically meaning, eventually, that all Soviet citizens think and behave like those in Federal Zedoljev. However, at the same time, the Soviet Union likes to celebrate the individual cultures found across the Union. An Art Council is attached to every Primary Soviet, and in some cases Secondary Soviet, which promotes home-grown work in a wide form of media, including film, theatre, literature and even electrical entertainment. The Soviet Arts Festival is a celebration of these achievements and is held every year, the venue switching around the Union annually. The preservation of indigenous languages is also keenly encouraged, though current policy is to have all children learn Zlevic as a second language. The Soviet Union technically has seven official languages, and while Zlevic is probably the most important, the knowledge of the other official languages is keenly supported – even though in some places, like former Wells-Ville – now Villiya and Vellsandia – the knowledge of more than one language, regardless of Zlevic, was and still is essential.

Sport

As sport and physical health was a stressed element in Zedoljan life, so it has become across the Union. Many sports popular in Zedoljev have been exported to other areas, and vice versa. Football probably remains the most popular sport in the Union and is a good indication of the individuality of the Union’s members since Burning Flame would clearly lead the way in any competition. Likewise with the sport of Hockey, both Ice and Land, which has seen steady increases in popularity – Villiya is the force to be reckoned with there. Zedoljev excels in attrition sports, like marathons, triathlons and cross-country skiing, where it often draws on her former soldiers – or sometimes serving soldiers – to compete. That said, the Soviet Union does not compete as a single team at the PEELympics, choosing to appear as two teams – a combined Greater Zedoljev and San Fredlando, and also the Burning Flame national team. Currently, colonial teams are not allowed, but there is talk that this might change soon. Despite this, the medal yield for both teams has not been staggeringly high, and Soviet athletes are often beaten by athletes from much smaller countries, much to the chagrin of course of the Soviet leadership – however they will always point to the overall fitness and health of the Soviet people, which on average is one of the best in the region.

Military

Much like sport, military values of Zedoljev are being exported around the Union – such as military service – but also like sport, there is no single Soviet Armed Force – though the forces at the disposal of the Soviet Union are very large. The combined forces boast cutting-edge technology, well trained and well equipped personnel and a long and proud sense of tradition – however, the overwhelming majority either is property of, or designed by, Greater Zedoljev. The Zedoljan Air Force and Navy (NSVZ and NFZ) are among the largest in the region, but also incorporate what would be the navy and air power of the Zedoljan colonies, and San Fredlando as well. While the Novyi Zedoljev Soviet has jurisdiction over a large amount of ships and aircraft in the colonies, these remain property of Greater Zedoljev, and can be rearranged at the request of Zendivostok. Novyi Zedoljev does have its own army, the KNAZ – a watered down version however of the main Zedoljan army – the NAZ. San Fredlando has a handful of military ships, and Fredlandian pilots only fly aircraft attached to the NSVZ (though they are allowed different markings to reflect their nationality) and many of its soldiers choose to join the NAZ, but they do have their own military force – the Sovereign Military Order, which was founded just days after the state itself was. Burning Flame’s only real claim to military fame is its Navy, which is mostly made of exclusively Flamish made ships – unlike the rest of the Flamish armed forces, which are structured as a Self-Defence Force, which is all but full of Zedoljan designs. Considered inferior to the NFZ, it is however, as recently proven in various examinations, the only branch of the Flamish Self-Defence Force that is seeing growth in recruitment numbers, with morale in other branches in serious question.

Zedoljev’s weapons have seen use right around the world, in countless armies, and have many famous designers – such as Mikolyev-Gragonavich or “MiG” and the guns of the late, Anatoli Kalashnikov. However, in recent years, suspicions of unauthorised or “Black-market” sale or supply of various Zedoljan-designed weapons have increased dramatically, as have worries that they may end up in Terrorist hands – like those of the Urallians. Recently, a massive black-market operation was brought down by officials in Burning Flame. It is currently unknown if there are many more operations like this.
