Constitution of Uroca, adopted on 8 October, 2007.

Preamble

We, the Nations of Uroca, gather together in order to: Create a strong union between the member nations and share common values such as peace, democracy, equality and freedom; Create a region founded on the principles of liberty, democracy and the respect for human rights and fundamental freedoms, tolerance and for the rule of law; Place the individual at the heart of the activities of the region of Uroca by establishing the citizenship of the region and by creating freedom, security and justice for the nations that reside within; Preserve the individuality of each member nation, but also to bring them together with our common values; To found one single region which is to be called Uroca (otherwise known as the United Regions of Charis Aberdeen). We, the nations of Uroca, have come together and agree to abide by the articles and rights expressed within this Charter.

Article 1

The Regional Council

1. The Secretary General Shall preside over the Regional Council 2. The Regional Council shall consist of every member of UROCA. 3. Each member shall receive only one vote. 4. All votes must include both a poll and a declared post to count. 5. The Secretary General will be responsible for enforcing all rules in the Regional Council.

Voting Procedure and the Creation of Laws

1. Any member of the Regional Council may introduce and debate potential legislature. 2. Each new piece of legislature shall be named Bill #, using the number one higher than the last bill introduced. This will be the naming system for any piece of Legislature, including but not limited to Laws, Amendments, and Resolutions. 3. There will be an indefinite “Polishing Period” during which the bill will be fixed up grammatically and brought into accordance with all previous legislations. No debate will take place during this time. 4. After the bill is ready, the author will transfer it into a debate forum. 4.1. It will remain there for 7 days. 4.2. It may be edited during this time. 4.3. The debate stage may be extended by 7 days if three members request an extension and have cause for such a request. 5. After the debate stage, the Secretary General will post it, accompanied by a poll, in the voting forum. 6. Any legislation will pass with a majority of Yes/No votes unless otherwise specified in the bill. 6.1. Any amendment to this Constitution must pass with two-thirds of all votes. 7. If passed, the legislation will be named Law/Resolution/Act/Amendment/etc. #, using the number one higher than the last legislation of that name.

Article 2

Secretary General

1. The Secretary General shall be elected by the Regional Council for a 3 month term to fulfil the executive duties for the region of Uroca. 2. The Secretary General shall appoint a Cabinet made up of these specific members, which will then head the coresponding Government Ministry: Minister of Intraregional Affairs Minister of Extraregional Affairs Minister of Regional Security Minister of Expansion and Growth Minister of Cultural Affairs 3. The Secretary General is responsible, to the best of his/her ability, to ensure that all Ministries are manned and accomplishing their assigned responsibilities. It is the Secretary General's responsibility to lead any specific Ministry without a Minister. 4. The Secretary General has the ability to create other temporary Ministries as he/she sees fit. 5. In the event of any regional crisis, whether invasion or natural disaster, the Secretary General has the authority to respond as he/she sees fit within the law.

Explanation of Ministries

1. The Ministry of Intraregional Affairs shall be responsible for all government affairs in the region, including, but not limited to, the Regional court and the budget. 2. The Ministry of Extraregional Affairs shall be responsible for all government affairs pertaining to The Region of Uroca as a whole to the rest of NationStates. 3. The Ministry of Regional Security shall be responsible for the security of the Region. 4. The Ministry of Expansion and Growth shall be responsible for recruiting member nations to Uroca and helping them settle in. 5. The Ministry of Cultural Affairs shall be responsible for everything within the region which makes Uroca Uroca, including but not limited to Role-plays, word games and regular games.


Delegate

1. The Delegate shall be elected by the Regional Council for a 3 month term to serve as the representative of Uroca to the NationStates UN. The Delegate also represents the UN to the region. 2. It is the responsibility of the Delegate to post current UN Resolutions for the Regional Council to vote upon, and to provide a brief assessment of each resolution. 3. The Delegate should encourage UN participation by the members of Uroca. 4. The Delegate shall take over the duties of the Secretary General in the event that the Secretary General is unable to fulfil his/her responsibilities. 5. In the event of the Delegate not fulfilling his/her responsibilities for an extended period of time, a new Delegate shall be appointed by the Secretary General. The appointed Delegate shall remain Delegate until the next regularly scheduled Delegate election.

Election Process

1. The election will be overseen by an Election Overseer. 2. A candidate may nominate themselves or be nominated by someone else. The candidate need not accept the nomination. 3. Each candidate will receive their own board. 4. There will be one “Common Board” on which questions may be posed to all candidates at once. 5. There will be a 7 day debate period, immediately preceding the declared date for the election. 6. The debate period will be followed by a 7 day voting period. 7. The candidate who receives a majority of all votes cast will be the winner. 7.1. In the scenario that no candidate will meet this requirement, the candidate(s) with the least votes will be eliminated and a 7 day re-vote will commence. If necessary, this step will be repeated until a winner is determined. 8. Elections for the Secretary General will be held beginning on the first day of every third month. 9. Elections for the Delegate shall be held one month after the election for Secretary General.

Article 3

Regional Court

1. Uroca shall establish a regional court. 2. Any nation may bring charges against another nation for the following reasons: Violation of Urocan Law Trade Disputes Human Rights Violations 3. The Regional court shall be presided over by the Chief Justice 4. The Chief Justice shall appoint Assistant Justices, to create a panel of Justices to hear each case brought before the Regional Court. 5. Each case will have at least two Justices assigned to hear the case.

Chief Justice

1. As the founder of the region, Imperfectia (A.K.A. East Imperfectia) shall hold the role of Chief Justice, and head the Regional Court. 2. The Chief Justice shall be responsible for ensuring that all Cases have an impartial Judge. If it is deemed that one or more of the Justices have a conflict of interest in the impending Case, they will be excused from rendering a verdict in that instance. 4. The Chief Justice shall ensure that the actions of the Secretary General and the Delegate are in accordance with this Constitution, and any subsequent law passed by the Regional Council. 5. In the event that Imperfectia retires or CTEs, the position of Chief Justice shall become an elected position and voted upon at the same time as the Secretary General. 6. The Chief Justice is not permitted to hold any other elected office in Uroca.
