who can walk upright on their hind legs without any problems, and normally do so...
and whose forelimbs have hands with opposable thumbs.

The largest population of this species that is currently known within Nationstates resides in and controls the nation of Bears Armed, which has no native Humans, in the region that's called the International Democratic Union.

Although some groups of these sapient 'Ursines' are apparently descended from 'Brown Bears' (Ursus arctos), some from 'Black Bears' (either Ursus yordensis, Ursus [Selenarctos] thibetanus or Ursus americanus), some from 'Polar Bears' (Ursus [Thalarctos] maritimus) and some perhaps from yet other species within the family Ursidae, it seems that regardless of this factor all of those groups now comprise a single, interfertile species.
