There was a reason added when I pressed edit - "Commerce Heights has a city named Portland". And Portland is a very common city name, so for clarification it has to be Portland (Sarzonia). It's the same principle as taking an article titled "Education" and making it specifically about your country when it should be located at "Education in 'Country'".
