A nation primarily on the Vuhifellian continent, with several overseas provinces, territories, and colonies.

Politics

The Vuhifellian Empire is based around a "Democratic Empire." That is, the Emperor is authorized to personally exercise power, but their power can be stripped, reduced, or over-ridden by democratically elected officials. The Emperor has authority in all three branches of government. However, the Supreme Council acts as the executive branch. The Federal Congress acts as the legislative branch. And the Imperial Court acts as the judicial branch.


The Emperor

The first Emperor is Senna Senna, who was President of the Federation at the time of the Empire's proclamation. It has been decided that future Emperors shall be "elected" by a vote within the Four Noble Families of Vuhifell.

The Emperor can personally use their power in all aspects of Vuhifellian government and also command the Imperial Military. They are permitted to, at will, dismiss public officials, even judges on the Imperial Court and members of the Federal Congress. However, Councillors of the Supreme Council may not be dismissed, and the Supreme Council holds the authority to strip the Emperor of all their powers.

Supreme Council

The leaders of the lower councils of the Empire are sent to the Supreme Council, where they act as a de facto executive. Each councillor is democratically elected, and in order to carry out executive duties, unanimous approval is needed from all councillors (with the exception of votes pertaining to the Emperor, which only require a simple majority). All actions taken by the Council need to be approved by the Executive Lord, who is also democratically elected.

Federational Congress

The Federational Congress is a bicameral legislature. Featuring both the Congressional Delegation and the Senate. There is a fixed number of 3 senators per province.

A province recieves one Delegate to the Congressional Delegation for every 10 Million citizens. (Any provinces under 10 million are not represented (currently: Wellow and Gabet)

Congress holds the power to vote on new laws, vote on Federal Warrants for public officials (any Federal Government worker cannot be arrested or brought to trial without a warrant issued by Congress, and the High Court's approval of arrest). It controls funding for the different Councils, controls the tax rate, can declare war/surrender (the latter only being possible with approval from the Council of War), and approves referendums (when voting on specifically controversial issues)

Every Congressional session begins on the third Monday of January. Congressional meetings, debates, conferences, and voting sessions occur each week, Monday to Thursday, from 10:00 to 20:00.


Congressional Delegation

The Congressional Delegation is made up of over 440 Delegates from around the continent. It is the upper division of Congress, and it needs a simple majority of votes to pass any law. It is headed by the Supreme Delegate (the Supreme Delegate can veto anything passed in the Delegation, a simple majority is needed to override the veto). The Supreme Delegate is elected during every session of Congress.

A delegate serving in Congress is elected every year ending in either a 5 or 0.


Senate

The Senate is made up of 3 Senators from each province. It is the lower division of the Congress, and it needs a 65 percent majority to pass any legislation or issue in the Senate. It is headed by the Supreme Senator (who can veto anything passed in the Senate, a 65 percent majority is needed to override the veto). The Supreme Senator is elected during every session of Congress.

A Senator serving in Congress is elected every leap year.

High Court

The High Court consists of one Head Judge representing each province and district of Vuhifell. The High Judges are elected by their province's legislature, however, only the Federational Congress can elect a Supreme Judge. A High Court judge's term may not end until:

  • The judge dies
  • The judge resigns
  • A Provincial Administrator calls for new elections (the President can also call new elections for a Supreme Judge; this power may only be used once every presidential/administrative term, however, the election calling power is not cumulative.)

A Head Judge's vote counts once, the Supreme Judge's vote counts twice. There are currently 19 Head Judges and 1 Supreme Judge (a second Supreme Judge may be nominated in times of war)

The High Court directly handles cases between provinces, cases involving high-ranking government officials, and they hear any case brought to them that is not resolved by a lesser court (The Court of Appeals has to approve a lesser-court case before it is presented to the High Court).

The High Court can declare Vuhifellian diplomatic immunity null and void (along with the President and Supreme Council), dismiss high-ranking government officials, can declare Federal or Provincial laws null and void if they conflict with the Federal Constitution (or if Provincial laws conflict with federal laws, municipal laws conflict with provincial laws, etc.), and the High Court is also the middle point of Martial Law. If the Military Council submits a request for martial law in a specific town, province, or the entire nation, the High Court must vote to approve the request. After this, either the President, or the Supreme Council must approve the request in order to declare Martial Law.

Councils

Each council consists of five members, the five members vote on the policies of their respective councils. Councils are broken down into sub-divisions of Ministries (e.g. Council of War, Ministry of Defense); these sub-divisions are further broken down into sub-sub-divisions of Departments (e.g. Council of War, Ministry of Defense, Department of the Defense of North Belka)

A simple majority is needed to pass decisions in each council, when a tie is declared, the Supreme Councilor's vote counts twice. A Supreme Councilor may only vote YEA or NAY in his/her council (however in the Supreme Council they may also ABSTAIN). There are three High Councilors, one Vice-Councilor, and one Supreme Councilor on every council.

Federal Law Review

If a petition of at least 100,000,000 citizens signatures (4 refugee signatures count as 1 citizen signature, all signatures must be from a citizen/refugee at least 16 years of age) is presented to the High Court, it may then hold a Federal Law Review, allowing the Federal government, Provincial governments, city governments, and the common man, to all discuss revisions to the Federal Constitution.

Recently agreed upon in Federal Law Review XXVIII was that, along with Constitutional Law, dicussions may also be aroused based on federal law, provincial law, municipal law, corporate standards, and government operating proceedures.

Once several revisions are agreed on, they are put up on referendum to the populace (again, 4 refugee votes count as 1 citizen vote). A 70 percent majority is needed to pass each revision through referendum. Conversely (up until Federal Law Review XXVIII) Congress could ratify revisions in through a simple majority. Revisions have been completed through congressional approval 5 times. Revisions have been completed through referendums 24 times. (Last Federal Law Review was Review XXIX)


History

The first recorded evidence of Vuhifellian civilization was found in 1994, when a marble pillar was discovered in a cave in the province of Greykan. There were eight sides to it, of which, six had ancient Kazach markings on them which recorded the history of Greykan as far back as 1200 BC.

Archeological evidence suggests that organized cultures and societies first appeared on the continent around 2000 BC, with the five major tribes of the Vuhifellian continent developing their own unique governments, cultures, and values. Yet, throughout the entire continent, even to present day, the tribes were united by a common religion, the native polytheistic religion known as Kazan.

Vuhifell was discovered by foreign colonists and explorers in 1418 AD, where several powers soon colonized heavy portions of the continent. Over the next 300 years, many areas were granted their independence through several methods, some through violent revolution, others through massive general strikes. However, the first central government known as the "Republic of Vuhifell", a weak government that controlled only small portions of the continents coastline appeared in 1700. A few years later, the Vuhi-Kazach War broke out, and would last for the next 370 years, seeing only brief periods of ceasefire, often times for Vuhifellians and Kazachs to unite to fight a common enemy. The Vuhi-Kazach War is unique, in that the ultimate motives for the war constantly changed, from independence, to ethnic strife, to economic troubles, to the War's final chapter: religious fundamentalism. The Vuhi-Kazach War is the single most defining event of the continent's history, and many aspects of the nation today have deep roots in the War.

Today, the Vuhifellian continent is stable, and the Federation is a strong Federal Republic, reaching out to absorb its former colonizers into its growing empire.


Culture & Society

Vuhifell's culture can only be described as diverse. While most aspects of Vuhifellian society today are rooted in ancient Kazach traditions and values, there are several Pan-Asiatic traditions on the continent as well. While, during the War (when discrimination against Kazachs was rampant), a vast 90 percent of the population proclaimed themselved atheist, after the War's end, Kazan temples were open and Kazan Maesters were once again allowed to preach sermons. As a result, there has been a very high resurgence of Kazach religious traditions, and atheism is rapidly declining as more of the populace convert to the Kazan religion.

Famous figures in Vuhifell's history are highly revered and their images are cherished and paraded through city streets on holidays. Many Vuhifellians hold a strong sense of honor and national unity, and view the defense of their honor as the defense of their life.

Vuhifellians are also extremely nationalistic and, as a result of foreign nations taking advantage of her during times of emergency, slightly xenophobic. However, citizens from nations such as Van Luxemburg, [Southeastasia]], or Wingarde are highly regarded because of their close relations to the Federation. As a result, tourism is very popular in the Federation, as the individual results of one proclaiming their nationality can vary, ranging from scorn and ridicule, to indifference, to a Vuhifellian citizen shaking your hand and publicly praying for your nation's prosperity.

Education

Each city is led by the mayor of that particular municpality. They, along with their local council, control not only education, but health, local taxes, etc. While following the Federal Education Curriculum (FEC) is not neccessary, it is required that a school offer all courses in the FEC in order to recieve funds from the federal government though the Council of Education.

(Note: Not all classes are taken at once, some classes may be dropped after a certain grade. For example, after 10th grade, a student is no longer by federal law to take foreign and domestic history.)

Economy

Vuhifell's economy is a mixed capitalist economy, with a very large high-technology sector. Private citizens and groups can set up businesses and corporations through the Council of the Treasury, and the government is forbidden to own any portion of a private company. Likewise, private citizens and corporations are forbidden to own any portion of government-run companies. However, the government does run several corporations in a few industries for national security and to provide for the nation's poor. Such industries include: defense, power generation, water distribution, and medical research.

Private schools, universities, hospitals, clinics, and research institutions are permitted. However, the vast majority of these institutions are both run and funded by the government.
