Weapons of Mass Destruction Deterrence Treaty

WHEREAS, nuclear proliferation has increased at an alarming rate throughout Europe over the past several years,

WHEREAS, the effects of atomic, chemical, biological, and nuclear weaponry extend far beyond the battlefield and often deal a great amount of unnecessary collateral damage,

WHEREAS, the effects of these weapons cannot be contained by political borders and may therefore damage areas and populations existing in an area beyond the borders of the target nation,

WHEREAS, the wider population of Europe has no desire to eliminate existing stockpiles of WMD,

WHEREAS, unilateral deterrence seems to have no effect on renegade nations while multilateral deterrence yields great results,

WHEREAS, the Stuttgart Treaty and the EAWMD have proven to be ineffective in curtailing the threat of WMD use in Europe,

BE IT RESOLVED by the members of this treaty:

Provision 2

WMD Threats - The threat of WMD use in an offensive role by any nation will be responded to through a complete embargo on all goods from the offending nation by member nations. A forty-eight hour period in which all trade is to be halted is allowed by this provision.

Provision 4

Retaliatory Strikes - Any member nation who wishes to respond to a WMD strike with a retaliatory strike may do so. A preemptive WMD attack is not allowed by this provision. Their actions will be reviewed by the Council at a later date. This is the only exception to provision one.

Provision 6

Member Violations - Any member nation found to be in violation of any provision of this treaty will be brought before the Council and dealt with accordingly.

Definition II

Reprimand - A reprimand is a warning which carries no real penalty for the offending nation.

Definition III

Ban - A ban is defined as the removal of a nation from the treaty organization. The offense is then subject to any penalties carried by other provisions or as deemed necessary by the Council.
