The World Blood Bank was created on April 14, 2004 with UN resolution 55 World Blood bank by a vote of 11,364 to 5,912.

It was created to ensure the right gathering, archiving and redistributing of blood in all regions, meeting the local needs. It works in concordance with the International Red Cross Organization. There is some international debate if the World Blood Bank program is mandatory or not, though many nations simply participate with the program without raising any major objections.
