Xhengism is defined as the foreign policy and internal economic policies of the Xheng Federation. As a multi-cultural nation, the Xheng Government has to maintain regional autonomy for cultural groups. Overall the Xhengist principles follow Liberal-Socialistm on the left-center of the political spectrum with a more right-center view on economic principles especially in relations between health-care and economic prosperity. Taxation however is quite heavy on the population but in return are significant social services and the public safety net to protect the disabled, unemployed and disadvantaged.

Economy

The Economy of a Xhengist state is kept relatively free but with some socialist tendencies. These socialist motives maintain government control over financial practices in banking institutions while allowing the free market to continue to flourish. The State Owned Enterprises backed by Xheng Parliamentary funds are given some freedoms to act as though they were private companies competing in the free market against other corporations. Economically powerful companies are taxed according to their earnings and taxed for the sake of maintaining public works and essentials.

Health Care

Health Care is universal in a Xhengist state. Health Care Basics are offered to every citizen and landed immmigrant of the nation. This is an enormous cost which comes at the expense of taxpayers and is mediated by the government. Despite this, there is also a dual system of private clinics and hospitals that eliminates the need for long waiting lists if people are willing to pay for their own services without the expense of the public purse. This dual health-care system is designed to provide basic essential care for all.

Foreign Policy

Xhengist States maintain a strict code of neutrality. Aside from absolute pivotal votes in the European Union, the Xheng Federation abstains on all votes that are politically oriented. In institutions that are not political such as the International Recognition Bureau and the European Olympic Committee the Xheng Federation is active and votes according to interests. The Neutrality of the Xheng State allows it to act independently of any foreign alliance of military institution.

Humanitarianism vs Miltiarism

Humanitarianism is the vital philosophy to the Xheng Federation's foreign policy. With neutrality as its main goal in foreign policy diplomacy, the Xheng State makes no difference between any culture regardless of ethnic grouping or religion, therefore it sees combatants and civilains in any war, or conflict to be worthy of humanitarian assistance. This assistance comes at the sacrifice of the Xheng people themselves. All Xheng Citizens pay taxes and those taxes assist in the relief of suffering abroad. This is distributed by the Xheng Humanitarian Force which is sent throughout the world to assist the suffering.

The Xheng Federation does have a defense force, kept strictly defensive with local defensive manuevers being active. If attacked the Xheng Federation can defend itself but this is kept on a low key. The active diplomatic corp of the Xheng Federation on its neutrality is kept by the international community's recognition of such neutrality.

Society

The Society of the Xheng Federation is highly multicultural inside the urban centers but relatively homogenus in the rural regions. Due to this concentration of the population in highly cosmopolitan centers, the political might of the Xheng Imperial Parliament has set laws protecting minotiries of any race, colour, creed or lifestyle choice. Recently the legalization of prostitution was highly controversial in the international community but the Imperial Parliament voted in 3/4 support for the bill to pass. The philosophy of the Xhengist Society is that there is better to have more freedoms than more limits on people's lives. The individual should have guarenteed rights that should never be infringed upon by the state, which are in fact granted by the state on behalf of the will of the people.

Law and Order

A suffient national security police force is required to maintain order and justice throughout the nation. However in terms of regional autonomy, local law enforcement groups often substitute the national force in those measures and operate according to the same regulations and rules.
