Irie Tetsu was born in Houston, Christensen State, now known as New Fukuoka, to a poor Japanese family living in the then-poor neighborhood of Tawada. Tetsu never knew his father, and his mother, Irie Sayuri, brought up Tetsu and his twin sister Ayumi, and took care of her parents and uncle as well, before they all died when Tetsu was nine. Chairman Nagaraku recalls that his mother was, "never around, because she was always on the grind." He remembers his grandparents and uncle like this; "Obaasan (Grandma) was strict as hell, Ojiisan (Grandpa) was always asleep on some sort of medication, and Ojisan (Uncle) was your stereotypical 'dirty old man.'"

Another who died when Tetsu was nine was his sister. Ayumi was run over by a Mercedes full of drunk, white teenagers, who avoided being prosecuted completely. When this happened, Tetsu's mother became a heavy drug user, and lost the jobs she had once so diligently worked at. She also became abusive, and Tetsu ran away from home when he was thirteen. From then on, he lived in a "state-sponsored" orphanage for non-Whites, which was almost completely unmaintained, horribly overcrowded, and horribly understaffed.

A troublemaker who was almost never in school, Tetsu nevertheless managed to graduate high school. However, throughout that, he worked many jobs and ran errands for local pimp Joseph Umida. Through this, he met up with his best friend, Kurizaki Kosuke, who was later to become legendary revolutionary Fujita Ichiro.
