Fr. Vasily the Heavily-Accented is a spokesman for the Monastic Olympic Committee of the Archregimancy. During the first Summer Olympic Games, he became famous for the numerous complaints he voiced on MOCTA's behalf, be it against the Games' organisers or other participating delegations.

He has the particularity of speaking with a heavy Russian accent - the result of a fall from a tall bell many years ago; when he awoke after remaining a while in coma, he could only speak with a thick Russian accent. His statements are thus often clarified by a mysterious "senior archimandrite, speaking on condition of anonymity".

As revealed in an interview, Fr. Vasily left the Holy Empire soon after his accident, beginning a life of quiet contemplation in the Archregimancy monastery of Borisoglebsky. Later, however, he was asked to write the Holy Empire Herald’s "Agony Monk" column. "Ask Fr. Vasily" soon became one of the most popular columns in the Herald.

Fr. Vassily's indignant catchphrase - "Is outrage!" - soon became popular outside the Archregimancy, and was for example still a popular (and instantly recognisable) catchprase in Ariddia by the time of the 30th football World Cup, to the point that Ariddian team captain Hanifah Kyaw used it in an interview. During the second Winter Olympic Games, Maineiacs' female short track team took to wearing shirts featuring a picture of Fr. Vasily and his trademark phrase "Is Outrage!", to protest their disqualification [1].
