Each Nation has a UN Category that is determined by their position within the three freedoms: Civil, Economic, and Political. There are 27 different categories based on the 15 different levels of each of the three freedoms, indicating that the UN Category is based on slightly different background numbers than the freedom levels are.
Keeping this in mind it is then possible for a nation to move from one UN Category to the next without changing their listed freedoms.
UN Categories
The following are definative and taken directly from game code. As you might guess some UN Categories are very rare.
UN Category Map
This shows the different UN Categories in relationship to each other and to their UN Economic, Political, and Civil Rankings.
