The Divine Mandate of Heaven (''Airevalya Menelo'') is a traditional Tomanian concept of legitimacy used to support the rule of the emperors of the im-Bashi Dynasty. The concept of the Mandate of Heaven was first introduced after the War of Ten Thousand Winters, for Tarminwë, Tomania’s first Imperial Emperor,  was given governance over all that resides under Heaven by the grace of the Valar through the guiding hand of Eru Ilúvitar. For this reason the im-Bashi emeperor’s are perceived to be Divine for they were granted such a high gift of honor and esteem by the Valar and more importantly by Eru it legitimized their claim as the Sons of Heaven, which has been widely excepted and the im-Bashi are worshiped as such.
