Divine Mandate of Heaven
The Divine Mandate of Heaven (Valya Menelo) is a traditional Tomanian concept of legitimacy used to support the rule of the emperors of the im-Bashi Dynasty. The concept of the Mandate of Heaven was first introduced after the War of Ten Thousand Winters, for Tarminwë, Tomania’s first Imperial Emperor, was given governance over all that resides under Heaven by the grace of the Valar through the guiding hand of Eru Ilúvitar. For this reason the im-Bashi emeperor’s are perceived to be Divine for they were granted such a high gift of honor and esteem by the Valar and more importantly by Eru, which has legitimized their claim as the Sons of Heaven, it has been widely excepted and the populace of Tomania worhsip them as a diety.

Since the im-Bashi have made Greater Tomania a world super-power and has ruled over Tomania for a mellenia the idea of Heaven’s Mandate bestowed upon the im-Bashi is intensified as the years go on.
