The FACC or Fodmodmadtol Administration-Corporation Contract was drafted by Sacha Gavri. The document itself is brief and nearly illegible, yet it's claimed to contain written language and architecture for a functional administration-corporation agreement. The FACC is regarded internationally as Fod's constitution, even though this isn't entirely true. The FACC is an agreement between government and business to protect the citizen- It does not set up systems to do so. Sacha established the current system of authority regarded to be a unitary empire.

Hated House
Hated House is comprised of an unknown number of people. Their terms are assumed to be life long. Imperial and Popular exercise absolutely no authority over Hated House, short of a military occupation on behalf of the Emperor. In the few obscure actions of Hated House, all of which were passively accepted, they dismissed a plethora of laws (1766) and have adjourned Popular House (1788).
