FACC

FACC

The FACC or Fodmodmadtol Administration-Corporation Contract was drafted by Sacha Gavri. The document itself is brief and nearly illegible, yet it's claimed to contain written language and architecture for a functional administration-corporation agreement. The FACC is regarded internationally as Fod's constitution, even though this isn't entirely true. The FACC is an agreement between government and business to protect the citizen- It does not set up systems to do so. The currently established authority was constructed by Sacha after the FACC was signed, and is based on the original Fodist system. People accepted this government in 2004 through ratification of the Cairo Paper in the populist election.

Imperial House

Imperial consists of the Emperor, the Consul and the Master Consul. This House declares laws, which are presented before Popular House to accept or reject. Law, though, can be enforced regardless of consent. Imperial also weilds the power to adjourn Hated House, yet this has never been excercised.

The Emperor serves a life long term, succeded by an heir. The Emperor has the power to command the national military, delcare law, war, or proceed with any domestic or foreign matter he wishes. Powers such as these remain absolute. The Consul consists of four officials appointed by the Emperor. They lead the Consul of Love, Truth, Peace, and Plenty, all of which carry out the orders of the Emperor. The Master Consul is officially recognized as the Emperor's spouse.

Popular House

Popular consists of one thousand District Speakers, each serving a four year term. A speaker is granted to a District for every tenth percent of the national population within that District. A speaker is elected directly by the people within their Ward, or constituency within a District. Popular can propose law for Imperial to enact, but cannot enact law itself. Popular also decides whether to accept or reject a law from Imperial, which is decided by simple majority. However, an Imperial decision can override Popular discretion. Popular has to power to adjourn Imperial, enacted only upon an overwhelming vote of no confidence.

There are three official positions in Popular: Popular Speaker, Urban Speaker, and Rural Speaker. Popular House itself contains two minor divisions, Urban Estate and Rural Estate, as different laws apply to Urban and Rural Wards. There's a speaker for each Estate, and a speaker for Popular House as a whole. The terms for these positions are identical to that of District Speakers.

Hated House

Hated House is comprised of an unknown number of people. Their terms are assumed to be life long. Imperial and Popular exercise absolutely no authority over Hated House, short of a military occupation on behalf of the Emperor. In the few obscure actions of Hated House, all of which were passively accepted, they dismissed a plethora of laws (1766) and have adjourned Popular House (1788). The national court is controlled by Hated House, though this is done through esoteric means.
