On December 1 Year 54, Linus and Lucy Military Department Team Captain Marvin Harrison #88 submitted the Long-term Organic Force Augmentation Plan (LOFAP) to Linus and Lucy Starting Quarterback Peyton Manning #18 and Backup Quarterback Jim Sorgi #12, as well as Linus and Lucy Treasury Department Team Captain Adam Vinatieri #4. This document outlines the future expansion plans of the military of The Anti-Dentite Watchmen of Linus and Lucy to a modern, highly-capable, operation-ready fighting force over the next 30-50 years.

Background

At the time the document was released, the authorized strength of the Linus and Lucy military was one army division (of which only approximately 40% had been raised at the time) and five air squadrons. This force was barely sufficient to defend a single beachhead against even a minimally-determined enemy, let alone the entire country against an opponent bent on conquest. Much of this was due to the growing pains associated with a new nation; the government was largely preoccupied with establishing a domestic police force and court system, and the necessary bureaucracy to handle matters of state, to give more than cursory attention to the military. But it was known all along that Linus and Lucy would eventually need more than a token military if it were to successfully pursue its goal of global individualism and capitalist liberty, as well as defend itself against the many collectivist tyrants who were sure to strike out against this threat to their iron-fisted rule. To that end, Starting Quarterback Peyton Manning #18 ordered Military Department Team Captain Marvin Harrison #88 to produce a plan for the future growth of the military.

Overview

The LOFAP gives most of the priority to the Army; all other forces are, ultimately, subordinated to the single aim of taking and holding positions on the ground. Overall, the total strength of Linus and Lucy's direct combat forces are expected to grow from their present size of approximately 70,000 men to a final size of at least 7.2 million (not counting non-combat support units), a 9200% increase.

Army

The Army of Linus and Lucy will gradually be raised to an authorized strength of 55 combat-ready divisions, comprising 5,500,000 combat troops plus the necessary support personnel. In the best-case scenario, if budget and manpower availability constraints allow, this will take place over 20 years beginning no later than Year 60; worst-case plans allow for this to be expanded over a maximum of 45 years. Upon completion of the LOFAP, the Army of Linus and Lucy will consist of the following:

  • 10 Light Infantry divisions
  • 9 Heavy Infantry divisions
  • 8 Armor divisions
  • 7 Air Cavalry divisions
  • 6 Paratrooper divisions
  • 5 Air Assault divisions
  • 4 Amphibious divisions
  • 3 Artillery divisions
  • 2 Mountain divisions
  • 1 Special Operations divisions

In the best-case scenario, these units will be created as follows (note that one light infantry division already existed at the time the plan was written; thus, the plan only calls for the creation of nine light infantry divisions even though a total of ten will exist):

  • First year of implementation: 1 light infantry division
  • Second YOI: 2 light infantry divisions
  • Third YOI: 1 light infantry division; 1 heavy infantry division
  • Fourth YOI: 2 armor divisions
  • Fifth YOI: 1 armor division; 1 special operations division
  • Sixth YOI: 2 mountain divisions; 1 armor division
  • Seventh YOI: 3 heavy infantry divisions
  • Eighth YOI: 3 light infantry divisions
  • Ninth YOI: 1 light infantry division; 2 armor divisions
  • Tenth YOI: 2 air cavalry divisions; 1 artillery division
  • Eleventh YOI: 3 paratrooper divisions
  • Twelfth YOI: 1 armor division; 2 amphibious divisions
  • Thirteenth YOI: 3 air assault divisions
  • Fourteenth YOI: 2 artillery divisions; 1 paratrooper division
  • Fifteenth YOI: 3 heavy infantry divisions
  • Sixteenth YOI: 2 air cavalry divisions; 1 paratrooper division
  • Seventeenth YOI: 1 heavy infantry division; 2 air assault divisions
  • Eighteenth YOI: 2 amphibious divisions; 1 air cavalry division
  • Nineteenth YOI: 2 air cavalry divisions; 1 paratrooper division
  • Twentieth YOI: 1 light infantry division; 1 heavy infantry division; 1 armor division

Should budget or manpower constraints not permit complete adherence to this plan, alterations may be made after the fifth year of implementation. New divisions will be authorized and raised in the same order as in the best-case scenario plan, but may be slowed down to no lower than the rate of one division a year from the sixth through the thirty-fifth year of implementation, and two divisions a year from the thirty-sixth through the forty-fifth year of implementation.

Air Force

The LOFAP calls for the Air Force of Linus and Lucy to expand to a total of 17 Air Groups, totaling 1,700,000 personnel directly involved in combat flight operations (including aircraft flight and ground crews, but not counting non-combat flight crews such as tankers and control aircraft, or other support personnel). These 17 Air Groups will be comprised of nine fighter groups, as well as five bomber groups and three attack groups. In the best-case scenario, the first ten air groups will be authorized and raised at the rate of one new air group every second year for twenty years, and the remaining seven will be authorized and raised at the rate of one per year. Contingency plans allow for the first five air groups to be raised at two-year intervals, and the remaining twelve to be raised at no more than three-year intervals, for a worst-case time span of 46 years. The air groups are to be raised in the following order, so as to give priority to defensive capability:

  • Four fighter groups
  • One attack group
  • Three fighter groups
  • Two bomber groups
  • Two attack groups
  • Three bomber groups
  • Two fighter groups
