Newells took office almost 12 years (fluid time) ago, appointed by outgoing Prime Minister Erfin Caws on the advice of President Dave Goh. Prime Ministers in Liverpool England face Parliamentary Confidence Votes every four years (effectively one term), and Newells has survived two of them. However, declining civil rights, despite increasing political freedoms, may see an end to his reign.
