Agua is the most populous state in the Divine Imperium of Novar Ohan. It is a combination of two states: the Kingdom of Oriental Ruthenia and the Grand Duchy of Terra de Agua. Since the Emmannuels were exiled to the Isles of Sleep, the Grand Duke has been the son of the Emperor.
