After the reformation of k'Tanar Avalyic under Avus k'Yannasto (the 72th Avus), Avalya was divided into city-regions, each being able to send a representative to k'Tanar Avalyic. Previosly, the entirety of Avalya was formed by locally-elected representatives, but calls for national unity resulted in the change in government.

The plan never quite worked under its original concept. City-regional representatives never acted on behalf of their city-region. Rather, they worked as members of their parties. Furthermore, because the regions had to be approximately equal in size, city-regions did not represent the actual culutural feelings in the area. The Avalyic people looked for more cultural identity. They called for a change.

As a result, the Second Government of the Charter, that being the government after the elimination of the coalition system, the Equality and Libertarian parties worked together to establish culture-regional governments, that being local governments based on cultural boundaries comprising of one or more city-regions. These regions control much of their local afairs, but not nearly enough so as to make Avalya a federal republic. City-regions still have their own representatives, but they are expected to not only represent the views of their constituents, but that of their party.
