City-Regions

After the reformation of k'Tanar Avalyic under Avus k'Yannasto (the 72th Avus), Avalya was divided into city-regions, each being able to send a representative to k'Tanar Avalyic. Previosly, the entirety of Avalya was formed by locally-elected representatives, but calls for national unity resulted in the change in government.

The plan never quite worked under its original concept. City-regional representatives never acted on behalf of their city-region. Rather, they worked as members of their parties. Furthermore, because the regions had to be approximately equal in size, city-regions did not represent the actual culutural feelings in the area. The Avalyic people looked for more cultural identity. They called for a change.

As a result, the Second Government of the Charter, that being the government after the elimination of the coalition system, the Equality and Libertarian parties worked together to establish culture-regional governments, that being local governments based on cultural boundaries comprising of one or more city-regions. These regions controlled much of their local afairs, but not nearly enough so as to make Avalya a federal republic. City-regions still had their own representatives, but they were expected to not only represent the views of their constituents, but that of their party.

After the Basic Law of Avalya was passed, City-regions and Culture-regions were eliminated and replaced with provinces, which have some control over internal affairs, but do not have a say in the national government.
