The United Socialist States of Mulhollandgradia (USSM) is a unitary parliamentary system. It is composed of eight former sovereign or quasi-sovereign countries and territories, which are considered administrative regions under the constitution and have federally appointed governors. The eight administrative regions are: MulhollandgradiaSSR, Pan HorvathiaSSR, GunderSSR, IngenuusSSR, Christian CommunismSSR, the Taylorian IslandsSSR, TinashappyplaceSSR, and HaraiSSR. There is a federal district, located geographically within MulhollandgradisSSR, Vinchensa City (formerly Mulhollandgrad). Four administrative regions (MulhollandgradiaSSR, Pan HorvathiaSSR, IngenuusSSR, and Christian CommunismSSR) were signatories to the SUBOS (Soviet Union of the Brotherhood of Socialists) Pact, which provided for a common currency (EGU), common defence, and unity in the name of the HORVATH. As the role of individual governments became less necessary, the SUBOS structure took more presidence.

Ultimately, HORVATH II, Paul Christopher Richardson, Jr., and Achmed the Snake negotiated the SUBOS-USSM Equivalence Treaty. The Treaty provided for all of the aspects of SUBOS to be administered by the government of the USSM, with a direct election to be held for the position of Lord Protector. The position would be modified to become a lifetime appointment with mainly symbolic/religious roles and few political powers. The Chancellor would continue to be chosen through Parliamentary means. HORVATH II campaigned for the position of Lord Chancellor versus KATHRYN the great grand daughter of the last monarch and HORVATH II's second cousin. HORVATH II won the election resoundingly with 89% of the vote compared to KATHRYN's 11%. Further, HORVATH II claimed to be the successor to his father in regards to his father's religious significance. This role was formally recognized as the first official act of the first Parliament after the Treaty.

Soon after implementation of the SUBOS-USSM Equivalence Treaty, Achmed the Snake disagreed with the direction of the USSM and pursued independence, which was granted by a political bargain in the Parliament. As part of the political bargain, KATHRYN became Chancellor and immediately announced referendums in all of the administrative regions of the USSM. On August 1, 2005, Tinashappyplace voted overwhelming (93%) to suceed from the USSM.

Many had argued that HORVATH II has disobeyed both the spirit and letter of the July 2005 - Constitution of the USSM. He has traveled to USSRoonsburg, with a Horvathian Knight, and concluded political business. He admitted to openly flouting the Constitution, when he dispacted about 1/3, or 565, of the Horvathian Knights to the Democratic Republic of Jacotia. He announced that he "will dedicate my life to the foundation of the NUBOS Pact" another violation of the Lord Protector, because of the prohibition of the Lord Protector commenting on politics.

Contemporary Political Parties

1 - Communist Party (CP) - The CP is under the leadership of Paul Christopher Richardson, Jr. It pursues traditional Communist policies. It supports promulgating official atheism, despite the fact that a majority of its members are Horvathians. It opposed the recent illegalization of the death penalty, saying its necessary for capitalist roaders. It advocates the statutory expansion of the People's Army to 2% of the population and the reserve to 1% and advocates the expansion of its nuclear deterrent to a level equal to or greater than the historic Union of Soviet Socialist Republics (USSR). Its manifesto calls for a strong military and expansionist foreign policy in order to spread Communism and promote the Brotherhood and Glory of the Working Man!

2 - The Horvathian Socialist Union Party (HSUP) - The HSUP is under the leadership of Raoul Rossi. It is a party that hopes to continue the work started by HORVATH I and Charles Leonardo Vinchensa. It wants to form a new alliance similar to SUBOS, called NUBOS (The New Union of the Brotherhood of Socialists). It would offer the EGU guarantee (guaranteed food to any Socialist country) and all of the defense guarantees historically associated with SUBOS (Mutual Defense Pact, Stationed Nuclear Weapons, and Settlers). It swears loyalty to the memory of HORVATH I and loyalty to HORVATH II. All of its members adhere to the faith of Horvathianism and believe that the religion should be spread to the rest of the world. Finally, they believe that Horvathianism should become the official language of the USSM and supplant both Mulhollandgradian and Roonsburgian.

3 - The Libertarian-Socialist Party (LSP) - The LSP was founded by KATHRYN, the granddaughter of Marc Richard Kingston and second cousin of HORVATH II. It seeks to promote traditionally Libertarian-Socialist ideals. It seeks decentralization for the government and a major reduction in military spending. It wants the USSM to renounce and unilaterally dismantle its nuclear weapon stockpiles. No successor to KATHRN has been chosen since she was assasinated during her Chancellorship.

Parliamentary Acts of the Constitutional Protectorship

1 - 7/27/05: The Opening Session of Parliament - Selection of Paul Christopher Richardson, Jr. as Chancellor and confirmation of HORVATH II as the Lord Protector of the United Socialist States of Mulhollandgradia for life.

2 - 7/28/05: Confirmation that HORVATH II's religious significance is equal to his father HORVATH I

3 - 7/28/05: Agreement to join the United Democratic Communist Party. The motion passed 310-290.

4 - 7/29/05: A Resolution "In Support of Independence for the United Socialist States of Roonsburg, with reservations regarding foreign policy and the USSM's military bases," was passed 251-249.

5 - 7/29/05: Constructive Vote of No Confidence replacing the coalition government of Chancellor Paul Christopher Richardson, Jr. (CP-LSP) with a coalition government led by Chancellor KATHRYN (LSP-HSUP). The motion passed 251-249. [NOTE: KATHRYN's portfolio of the Foreign Ministry was transferred to former CP member and current leader of the HSUP, Raoul Rossi.]

6 - 7/31/05: A law authorizing the holding of referendum in all of the Administrative Regions in regards to their desire to remain one of the United Socialist States of Mulhollandgradia. First, there would be a referendum on sucession, than if unsucessful there would be one about autonomy.

7 - 8/1/05: A resolution agreeing to respect the perpetual independence of Tinashappyplace (which had just voted for sucession overwhelmingly [93%] and declared formal independence) was defeated 70-429-1 Not Voting (Achmed the Snake)

8 - 8/2/05: A comprehensive law providing for the the transfer of 1,000,000,000,000 EGUs to the USSRoonsburg, the renaming of Mulhollandgrad as Vinchensa City, and the reannexation of Tinashappyplace for the countries already proven inability to lead was passed 429-69-2.

9 - 8/3/05: A constitutional ammendment providing for the renaming of Salvador-Horvathia as Horvathia Augusta and the granting of independence to it with no restrictions on its foreign policy was passed 429-69-2 (securing the necessary two-thirds majority required for constitutional ammendments).

10 - 8/3/05: Chancellor KATHRYN authorized Order 52084, which yielded full adminstrative and executive powers to the HORVATH for one minute. It was used primarily to implement the constitutional ammendment passed the day before.

11 - 8/3/05: Raoul Rossi was confirmed as Chancellor 250-249-1.

12 - 8/4/05: A law illegalizing the use of the death penalty in all political divisions of the United Socialist States of the USSM and by the People's Army passed 250-249-1. It was passed partly in commemoration of the advocacy of this position by the late Chancellor KATHRYN.

13- 8/8/05: Selection of Raoul Rossi as Chancellor 325-175. This occured after the results of the most recent election were released. The HSUP garnered 65%, the CP 30%, and LSP 5%.

14 - 8/8/05: The Comprehensive Electronic Grain Unit Act was passed 464-25-1. This provides for the establishment of ten federal cities (in addition to Vinchensa City) where all Mulhollandgradians must live. It revises the amount of EGUs issued to the average citizen of the USSM from the curent GDP per capita to 75 EGUs (adult) or 52 EGUs (minor). It provided incentives for the average Mulhollandgradian to grow their own food.

Independence Referendum Results

Chancellor KATHRYN ordered refendums be held in all of the administrative regions of the USSM. Any that chose to remain in the USSM would then be given the choice of statehood. This choice had subsequently been revoked when legislative was passed authorizing the migration of citizens to the ten federal cities and the capital, Vinchensa City. Somewhat surprisingly, 22% of MulhollandgradiaSSR voted for independence from the United Socialist States of Mulhollandgradia. These voters represent racists loyal to Paul Christopher Richardson, Jr. and libertarians who want to establish a libertarian country, similar to that of the Promethians. After losing the referendum, they have decided to join the Libertarian-Socialist Party (LSP) and transform it into a true Libertarian Party, called the Liberal Party (LP).
