Tseutse Conflict

Introduction


From the moment of the landing of the Carthaginian people, they encountered the local natives of Polarverta : THE AVIANS

At those times, the Avians, were lead by the Clan Doomgull, and were a peacefull race, which inhabited the long range mountains, living in their nest-cities placed on the top creasts of the rocks. They greeted the Carthaginians with peace, and had no problem for them to settle in the plains of Polarverta, as they had no use for them anyway. In exchange, the Carthaginians promised to supply them with their agricultural harversts. Nevertheless, The Avians did not ceaded the entire land to them, but only certain areas, just enough to unsure a suiteble hinterland to the 12 small colonies first founded to survive. This goodwill shown by the Avian prouved fructouse in time, and cooperation has always been the key word of the Avian-Carthaginian relations.

FIRST ENSLAVEMENT



For 6 centuries, a peacefull coexistence between the two races developed, period in which each of them, grew and prospered. The lack of land, hindered the human population to grow in a considerable size, nevertheless by the 14 cty AD, the carthaginians numbered already 1 million humans ( from the original 120 000 in the 8 cty ).The fall of the Doomgull meant that the Avians, although outnumbering the humans, 50 to 1, started showing concern about the developing of the future relations. That was the moment of the Great Enslavement of 1335, when they imposed a harsh Treaty of Reglementation. In which the Carthaginians were deprived of their external souvereinty, forced to pay a huge tribute, and furthers areas of expansion were denied. The terms where nevertheless mild, as the autonomy and the function of the internal institutions where still granted. In general the terms of the treaty were so made, only to prevent the growth of the Carthaginian people. A special article reffered to the number growth control of the human population.Also it hindered its economy, based only on agriculture, with the soule purpose of suppling the Avian markets with food. It was the human element that eventually led to the establishment of an equalitarian social regime for the Avians, as they stoped to concentrate their efforts in providing labour for food production. The policies of the governments that lead the 12 Carthages understood this thing, and they concentrated their efforts in mainting the status-quo. The passing of time only harshened the Reglementation. Nevertheless, it had a positive effect on the Carthiginians. It help in bringing the people closer togheter, developing a national solidarity and emphasizing a stoic attitude found in the Pelagian religion.

INDEPENDENCE



The opression which the Avian bestowed on the the 12 Colonies, reached its clymax in the 17 cty. Although the Tseutse had the control of the skies, technologicaly speaking they where still in the Middle Ages. The fall of the Doomgull and the perpetual internal conflicts between the Clans, only lead to the stagnation of their civilisation. It presented so, the occasion for the Carthages to uprise against the dominance of the birds. The Independence War lasted for over a century between 1639 - 1756. The use of gunpowder by the humans, helped in turning the point in favour for their self-determination. The Peace of Mileve ( 21 of September 1756) stated the independence of the 12 Colonies of Carthage. Nevertheless, it also maintained the territorial status quo, and granted land and sea safe passage of the Avians through its territories. The realm of the Avians constituted about 2/3 of the current land of the federation, and the centennial war, only empovrished the population of the Colonies,both economicaly and demographicaly. The Peace Treaty, was soon followed by the draftment of a new Constitutional Chart, which is still in base in our days. A long period of recovery followed, but so it did for the Avians also. The rise of the Holy Avian Empire of Tseutse, brought the Avians closer togheter. They started developing their culture and their technological level. Nevertheless, the Federation of the 12 Carthages, struggled to evoid another conflict, especially thorgh diplomacy.

SECOND ENSLAVEMENT



Eventually, the begining of the 20 cty, brought the end of this efforts. Outnumbered, with an underdeveloped economy, the Carthaginians were forced to accept another Reglementation Act, in 1903. Again the suzeranity of the Avians was imposed, and again the humans found themselves tributary to them. Wing-feathered consuls governed the faith of the Colonies, while the Senat and the Tribunate were dissolved. This period, known as the 2nd Enslavement, was a harsh regime, in which the humans laboured for the well being of the other race. While the cities were lying practicly in ruins, the public executions were common, people dissapeared over night,and the rest of them struggled on the verge of existence, certain individual accepted to colaborate with the Avians, converting to their religion for a few bunch of privillegies that ensured them a somewhat better life. For the rest, humans were forced to work as slaves, in supporting the war efforts of the beligerant Avians. They harvests their fields, constructed their navies and buit their tanks. They assisted to the rise of Jorkov, Kuku Maru and the "Living God" Jau Au, to the wars in Urkuska and against the Liberal Technology and to the establisment of their colony in Freiheitreich.

THE GENOCIDE



Hope came unexpectedly, in 1975, when the genetics studies conducted by Jau Au, with the purpose of creating an Avian super-race, turned against them. A human scientist that was working in one of their labs ( he's name will always be held secret), manage to develop a deadly virus. He didn't esitate, and he let loose the Doom Flu among the Avian population. The virus spread rapidly, and in less than 3 months, the nest cities lie all deserted, while the stench of their dead corps fead the aquilas poenicas. It was a genocide, that wiped out an entire race, but the humans were free. Millions of innocent Avians, that were just as opressed as the humans, died. The burdeon of the genocide is comemorated by the Carthaginian with great sadness. Mausoleums and Museums are built to preserve the memory of the Avian innocent, and it is said, that the scientist that took that ethical decision of choosing between the freedom of its own race against the anihilation of the other, finnaly comited suicide.

THE RECONSTRUCTION



Nevertheless, the Carthaginians won their freedom. They believe that the only way they can compensate for the Genocide of the Avians, was to learn from the experience of the Fate of the Avians, in rebuilding their civilisation, by making sure, that they evoid the mistakes of their predecessesors. That is never to fall under a totalitary regime, that uses force, terror and enslavement, against not only of others, but even against its own nation. The Carthaginians quiqly reorganized themselves. They restored the 5th Constitution from 1756 and their political institutions. They rebuilt their cities and developed their economy. From 5 million people as they numbered in 1975, today they managed to double the population, which is steadily growing high. They make sure, never to forget what was the price of their freedom, by always remembering and mourning the death of a race and of a civilisation.
