Constitution of the Alliance of Honourable Peoples

Alliance Political Procedure & Emergency Legislation

• A Security Council of three leading elected Nations with equal responsibility will govern the Alliance.

• Any decisions taken by the Council must have been passed by a majority. A majority should also pass any policies enacted.

• If there is any type of three-way split, the UN Delegate has final decision.

• Two of the members, with approval from the Region Founder, may remove the other member in the event of discrepancies over behaviour/views.

• In the event of the Founder being absent or unavailable, the Delegate's power over regional control will be activated.

• If one Council Member is absent, the Council will continue to function with two members. If two members are unavailable, then both the UN Delegate and the Founder shall temporarily fill the positions.

• Alpha Protocol - If a threat to the Alliance occurs and the above stipulations are appropriate, emergency power will be granted to the Founder.

• If the Nation has 'rare' or fewer civil rights or political freedoms, the offending Nation will be contacted by a member of the Council. The Nation will then be required to justify such a level of rights/freedoms. If the Nation cannot provide a satisfactory reason, they will be given a period of five days to improve them to the required standard.

• If this cannot be met, it will be the Council's discretion as to whether ejection should occur.

• Should the Council deem any posts to be deliberately and/or personally offensive, the offending Nation will receive ONE warning. Further offence will result in ejection at the Council's discretion.

• Topics deemed offensive include, but are not limited to, racism, sexism, prejudice of any nature, personal attacks and general overt intolerance.

• 'Spamming' will not be tolerated. This is defined as:

1: Irrelevant posts with no intention to inform, warn, partake in discussion, etc.

2: Abusive posts, as detailed above.

3: Deliberate repetition with the inferred intention of wiping posts without due cause, antagonising, etc., particularly those that could be contained within one message.

4: Posts designed to undermine the democratic process of the Alliance or the authority of the Council.

• Any concerns or grievances should be sent via telegram directly to a Council Member, who will deal with it in due course, and in an appropriate manner.
