The Region of Americana

Americana is a region that accepts all peoples, from Democrats to Republicans, Conservatives to Liberals, Capitalists to Socialists, and Libertarians to Populists. Its Government system is very much like the United States.

Americana Constitution

The Americana Constitution was adopted on July 28th, 2006. It was signed by the six Founding Fathers; Cypriceos, Mac Programmers, Mongero, Montegava, Sajlamot, and Swiss Army. It officially took effect the following day, and it has been in effect since then.

So far, there have been three Constitutional Admendments passed by Parliament. Here is the ORIGINAL copy of the Constitution.

The Americana Constitution

Preamble

WE THE PEOPLE of Americana, in order to form a more unified region, establish liberty, provide for the citizen's defense, promote overall welfare, and secure justice onto ourselves, do ordain and establish this Constitution of Americana.

SectionI – Jurisdiction of This Constitution

Article 1 - This Constitution shall be the supreme charter of Americana, and all Internet websites owned by Americana. Article 2 - No outside citizen, region, or organization, including those that Americana is directly a member of, shall ever claim that their actions, statutes, or powers are above this Constitution, unless through due course by a NationStates Moderator. Article 3 - This Constitution shall preside over the region in perpetuity.

Section II – The Government of Americana

Article 1 - The government of Americana shall consist of an Executive Branch, a Legislative Branch, and a Judicial Branch. Article 2 - The Executive Branch shall consist of a Prime Minister and his Cabinet. Article 3 - The Legislative Branch shall consist of a Parliament. Article 4 - The Judicial Branch shall consist of the Prime Minister and the Parliament.

Section III – The Executive Branch

Article 1 - The Prime Minister shall be the head of the Executive Branch. Article 2 - The Prime Minister shall oversee all regional and inter-regional issues. Article 3 - The Prime Minister shall run all elections and votes. Article 4 - The Cabinet shall be appointed by the Prime Minister. Article 5 - The Cabinet shall consist of the following positions; Article 5a - Minister of Foreign Affairs - Oversees all relationships with other regions; Article 5b - Minister of Internal Affairs - Oversees all issues within the region; Article 5c - Minister of Immigration - Oversees all recruitment, is in charge of greeting and helping nations new to the region; Article 5d - Minister of the United Nations – Oversees all UN issues, is the regional UN Delegate; Article 5e - Minister of Defense - Oversees the army and CIA, is responsible for the defense of the region and all military operations. Article 6 - One term for the Prime Minister is two months. Article 6a - The Prime Minister may not serve more than two consecutive terms. Article 7 - One term for the Cabinet is two months. Article 7a - The Cabinet may serve any number of consecutive or inconsecutive terms. Article 8 - Should the Minister of the United Nations be absent for a period of seven or more days, the Prime Minister shall appoint another UN Nation to be temporary Minister of the United Nations. Article 8a - Only the Minister of the United Nations or a UN Nation appointed by the Prime Minister to be a temporary Minister of the United Nations can be the UN Delegate. Article 9 - Should any other Cabinet member be absent for a period of seven or more days, the Prime Minister shall appoint a different nation to be the temporary Minister of that position. Article 10 - Should the Prime Minister be absent for a period of seven or more days, the Minister of the United Nations shall take over as temporary Prime Minister. Article 10a - Should the Prime Minister be absent for seven or more days and the Minister of the United Nations is not available to take over, the Minister of Internal Affairs shall take over as temporary Prime Minister, followed by the Minister of Defense, the Minister of Foreign Affairs, and the Minister of Immigration. Article 10b - Should the Prime Minister be absent for seven or more days and none of the Cabinet members are available to take over, a citizen appointed by the Parliament shall take over. Article 11 - Any Minister may appoint an assistant to help them with their job. Article 11a - The Prime Minister has the right to "fire" any Assistant Ministers whom he/she does not think will do a good job.

Section IV – The Legislative Branch

Article 1 - The Parliament members shall be the only legislative officials of Americana. Article 2 - The Parliament shall consist of five seats when the regional population is below twenty. Article 2a - When the population of the region reaches twenty members, a seat shall be added to the Parliament. Article 2b - For every twenty nations in the region after the population reaches twenty, a new seat shall be added to the Parliament. Article 2c - Should the population hit twenty or a multiple thereof in the middle of a term, the new Parliament seat shall be added at the next election. Article 3 - One term for the Parliament is two months. Article 3a - The Parliament can serve no longer than four consecutive terms.

Section V – The Judicial Branch

Article 1 - Should the case arise that Judicial activity is needed, the Prime Minister and Parliament members shall act as the Judicial Branch. Article 2 - The Prime Minister shall act as a judge in any court cases that occur. Article 3 - The Parliament shall act as a jury in any court cases that occur. Article 4 - Any court case shall be headed by the Prime Minister. Article 5 - In the event of a trial, it shall be run in the following way; Article 5a - The prosecutor shall make his case to the judge in front of the jury; Article 5b - The defendant shall make his case to the judge in front of the jury; Article 5c - The jury shall have 24 hours to discuss the case; Article 5d - After the jury has discussed, the judge shall ask each member of the jury their verdict. Article 5e - Should any one member of the jury find the defendant innocent, the defendant shall be found innocent; Article 5f - Should all members of the jury find the defendant guilty, the defendant shall be found guilty on all charges and a suitable punishment shall be placed upon the defendant by the judge. Article 6 - Should the Prime Minister be either defendant or prosecutor in a trial, then the judge shall be the Minister of Internal Affairs. Article 6a - Should the Prime Minister and Minister of Internal Affairs be the prosecutor and defendant, or vice-versa, then the Minister of Defense shall be the judge. Article 7 - Should a member of parliament be either the defendant of prosecutor in a trial, his/her place shall be taken by the Minister of the United Nations. Article 7a - Should two members of parliament be the prosecutor and defendant, or vice-versa, then their places shall be taken by the Minister of the United Nations and the Minister of Foreign Affairs. Article 7b - Should a member of parliament and the Minister of the United Nations be the prosecutor and defendant, or vice-versa, then the Minister of Foreign Affairs shall take the place of the parliament member.

Section VI – The Legislative Process

Article 1 - Any member of the region of Americana may submit a bill to the Parliament of Americana. Article 2 - In order for a bill to be put into Parliament, a member of the Parliament must first approve it. Article 3 - Once a bill has been approved by a Parliament member, it is put up to vote. Article 4 - If two thirds of the Parliament vote on the bill in a positive way, the bill shall be passed and moved on to the Library of Americana. Article 5 - If two thirds of the Parliament fail to vote in a positive way, the bill shall be rejected and moved to the Archives of Americana. Article 6 - As soon as a bill is passed, it is immediately put into effect unless otherwise stated in the bill itself. Article 7 - If the bill calls for a change to this Constitution, the Prime Minister shall edit the Constitution accordingly as soon as he/she can.

Section VII – Forum Administration

Article 1 - The administrators of the Americana forum shall be Swiss Army, as founder, the Prime Minister of Americana, and Mac Programmers. Article 2 - Swiss Army may make any other person an administrator at his discretion. Article 3 – Swiss Army may change a person from administrator back to a normal citizen at his discretion.

Section VIII – Rights of the Citizens of Americana

Article 1 - Citizens of Americana are not considered citizens until they have registered on the forum and reside in Americana. Article 2 - All citizens of Americana can vote in elections by sending a private message to the Prime Minister on the forum. Article 3 - Citizens must conduct themselves according to the game rules. Article 4 - The population of Americana may call for the impeachment of the Prime Minister, a Cabinet member, or a Parliament member with a national vote. If two thirds of the citizens of Americana vote positively towards the impeachment, then the impeachment shall take place. Article 5 - There is no ex post facto. A citizen of Americana may not be charged with a crime they committed before a law making their actions a crime was enacted. Article 6 - All citizens of Americana are innocent until proven guilty. Article 7 - Every citizen in Americana has the right to participate or not participate in any activity. Article 8 - Every citizen of Americana has Freedom of Speech. No posts on the forum shall be deleted or moved unless the post contained offensive comments, offensive pictures, or spam in areas not meant for spamming.

Americana Government

Americana's Government system is very much like the United States' Government System. Americana is a Democratic Republic, and its officials are elected every two months, on the 25th.

The next elections are to be on January 25th, 2007.

Americana Political Parties

The Political Party system was first introduced to Americana on August 18th, the date of Swiss Army's return from vacation. The Conservative Party, which was founded by Swiss Army, was the first party to be organized.

The Conservative Party stands for a tough and effective Defense throughout the entire region and for her allies, as well as a small and effective Regional Government. In NationStates, it supports the options of pro-Economy, pro-Defense, and is against high taxes. Party Founder: Swiss Army

The Moderate Party stands for Activity over high numbers, a Moderate-sized Government, and Foreign Affairs. Party Founder: Mac Programmers*

The Liberal Party stands for Civil Rights, as well as a Moderate-sized Government and balanced foreign policies. Party Founder: Be Your Own Plant

*Mac Programmers left the Moderate Party on September 5th for the Liberal Party.

Role Play in Americana

Role Play has been a hit in Americana. With an active map and active scenarios, Role Play makes up about 25% of the entire forum's post count.

The Official Cartographer, Cypriceos, has been incredibly active in the Regional Map section. No request was left unattended.

Doode & Americana

At the end of October, Doode's founder and Swiss Army agreed that Doode was sadly declining. The region that was once at 75 nations, was now at 30 nations. On November 1st, Doode officially merged into Americana. They were all warmly welcomed into the region.

Doode was founded in May of 2006, after the "Government Revolution" occured, when key Government citizens (Giants10, Actavision, Maxaroni, Rangers82, and President Dave/Swiss Army) were banned from Government. The reasons of Giants10, Actavision, Maxaroni, and Ranger82's banishment was unclear, but President Dave/Swiss Army angirly spoke out against the Government and Founder for the incident. He was later banned. On July 16th, Government President San Timetheos gave an official pardon to all the members banned. But while in "exile", the nations formed the region "Doode." Doode rapidly grew to an astonishing 50 nation population within a month of existence, and in June-July, it became larger than Government at a population of 75. Doode elected her President, Giants10, in May, who was suceeded by President Dave in late June.

However, the summer, which brought major inactivity, "killed" Doode, and Doode lost forty nations in two months. The great region of Doode was declining fast. Key nations there, such as Reke and The United Fongus, ceased to exist during that time period.

Americana has a long list of allies. Some of them are larger and powerful regions, while others are small and weaker regions.

Americana's Allies

Americana & ACCEL

In the early days of Americana's existence, three of the Founding Fathers (Swiss Army, Cypriceos, and Montegava) suggested that Americana should join ACCEL, the most powerful Alliance system in NationStates. ACCEL stands for "Alliance of Capitalists, Conservatives, and Economic Libertarians. They stated that it would be benifital to the region, defense-wise and diplomatic-wise.

However, the two other Founding Fathers, Mac Programmers and Sajlamot, widely opposed this idea. They stated that Americana was a region of mixed views. After weeks of debate and polls, the region decided not to join ACCEL, however, the subject may be brought up again in the future.

Americana Forum Records

Americana's forum has been incredibly active in it's four months of existence. The record for mosts posts was achieved on July 22nd, when the Americana population posted an astonishing 218 posts, the highest ever achieved in the region. The lowest ever was on August 2nd, when only one citizen posted. As of December 28th, 2006, we now have over 100 members in the forums.
