Bureau of Lottery

The Bureau of Lottery is a governmental institution in which selects Imperial citizens for the "One Thousand Screams" a code that was set up to ensure that defections remain at a minimal.

The "One Thousand Screams" is a method in which one thousand random citizens would be selected to be executed if a person were to defect, or denounce the Marduuk government, or im-Bashi empire.

Also, the Lottery Bureau has been placed in charge of the Imperial Commission for Labour and Military Conscription. Though, all citizens of the Empire must join the Military to undergo general field training and thusly put into reserve. The Bureau of Lottery, in case of war, will institute the Imperial Draft and select personnel to be put on active military service and be placed into the proper area of the Imperial war machine.
