Initially, during the Parthian conflict against VSI, Parthian troops took control of the city as a colonial possession in the peace treaty. During the war, Parthian air raids and the sack of the city by Parthian and Hatarian troops had reduced the population of 950,000 from prewar times to only 310,000. Of those, 30,000 were enslaved by Hatarian and Parthian troops. After the war, Parthia made a distinct effort to rebuild the city, concentrating on creating a defensive system consisting of fortified defenses and minefields along the outskirts of the city, creating a highly defensible enclave guarded by nearly 10 divisions of infantry and armor.

Officially, the entire native Islander population is property of the Shah. The Shah's rule is exercised through a board of governors, appointed by the Shah, which pass laws for the colony based off the necessities of the moment.
