Ceoranan Common Law is Ceorana's way of dealing with those people who have less-than-idealistic intentions. It is generally very lenient and forgiving, with an emphasis on rehabilitation rather than punishment.

Trials

Ceorana keeps an "innocent until proven guilty" approach, so trials can take a while. Citizens are tried for any crime through the judiciary with a presiding judge and an unbiased jury of peers consisting of 12 members. To reach a verdict, at least 11 must agree on a decision. In the event that a decision cannot be reached, the trial is redone with a new jury. If a trial must be redone more than three times, all three juries will return and a vote is taken. If there is a two-thirds majority for one decision, that becomes the verdict. Otherwise, the accused goes free.
