Ceylon is a dominion of the large British region of Great Britain and Ireland. GB&I law has jurisdiction over Ceylon, and Ceylonese residents have the same rights in GB&I as residents of GB&I itself. That includes the right to vote and stand in GB&I elections and join the armed forces. It follows that Ceylon can, in some ways, be considered to be simply another patch of GB&I land. However, it also has its own forums, and there are plans in the pipeline for a separate Ceylonese regiment in the armed forces.

Ceylon was founded in early 2005 by Westmorlandia, a GB&I citizen, to be part of GB&I's empire. Left empty for some time, recruitment began in the middle of the year, with moderate success. Over the summer there was something of a lull, and only in September did efforts resume to build the region up. These efforts have been quite successful, and several Ceylonese residents are now involved with the GB&I government.

Like the other dominions, Ceylon is governed by the Dominions Act 2005. This currently states that the delegate is Governor, and so, as the Governor is the region's only official, endorsements are the only direct democratic tool within the region. The GB&I government has plans to reform the system shortly to allow more sophisticated democratic elections to take place.
