Characters are primarily used in roleplay as representatives of their respective nations or ideologies: envoys, government ministers, heads of state. Since every citizen of your nation comes under your RP jurisdiction, however, it is legitimate to create and run characters with marginal or no political involvement, purely to add depth to your roleplayed nation. It is considered bad etiquette, however, to create or appropriate characters from other nations without permission.
