Clifton Royce Hopper was born on August 5th, 1964 in Haa, Popeleoma Del Signe. He graduated from the school of Law in 1989 and joined the Duma in 1994. In 1998, the Centralist party nominated him for speaker and he won in a unanimous vote of the Duma. Serving one one term, he attempted to run again in 2006 but lost to Arman Witteschauld.
