Conception of the Community
The idea behind the Community of Nautilus was to create a place underwater, where everybody could live in peace and harmony with their fellow people and the natural environment.
Nautilus is a grass-roots democracy, so there is no leader or long term representative. The representatives are elected by the people, and as soon as the people feel that the representive is not acting in the peoples favour anymore, he/she can be ejected and replaced straight away.
Another idea was to create a place where no money is needed. The inhabitants of Nautilus are bartering their produced goods. Businesses is run by the employees throughout worker-councils. The same is done in the rest of society. Neighborhood-councils, block-councils and so on.
The Community of Nautilus is firmly anti-fascist and anti-capitalist, which only leads to fascism. For the inhabitants of Nautilus it is important that all humans, unattached to their nationality, color or religion have equal rights!
The Official Guidline of the CoN
1. The CoN is open for left-libertarians, socialist, communist & all other left-minded
1.2 The CoN oppose capitalism and every form of fascist ideologies
2. The CoN is a grass-root democracy
2.1. Everyone can run for the Position of the UN delegate 2.1.1 Everyone is free to endorse who ever one wants as UN delegate 2.1.2 For safty reasons, it is recommended to endorse the current UN delegate
2.2 All other representative positions are voted on at the forum 2.2.1 Everyone can run for every representative positions 2.2.2 The simple majority is enough to be elected
2.3 The representative body of the CoN is the Central Committee (CC) 2.3.1 Every member of the CoN can join the CC 2.3.2 To join the CC a nation has to apply official on the forum 2.3.3 CC members are expected to be online on a regulare base 2.3.4 If a CC member isn't online on a regular base, the other CC member can: -a. prewarn the one -b. make a time-limit in which one must be active again -c. expel the nation of the CC
- the sanctions has to be followed in the order a - c
2.4 Every representative of the CoN is dutybound to the will of the CoN people
3. Every member of the CC is a secretary on behalf of the CoN
3.1 There are the following secretarys: - One UN Delegate (portfolio: representive to the UN, give the CoN voice at current UN decision, give in UN issues proposels) - One Foreign Secretary (portfolio: contact new regions, CoN spokes person to other regions) - One Secretary of Information (portfolio: brief the CoN about CC activities, brief the CC about NationStates news [new rules, international happenings in NS]) - One Secretary of Recruiting (portfolio: recruiting, concepts of recruiting projects telegrams) - Several State Secretarys (portfolio: Minister without Portfolio, can work and help in all different areas of the other secrearys)
4. These guildlines can be only changed with a 3/4 majority of the CC
