These included an amendment which created the Confederal Council and vested in it the executive and directorial authority of the Confederated Peoples.

The Council is basically organized according to a collegial system rather than a presidential system. The Council exercises its power as a collective body. However, the Council as a body is not unambiguously the head of state. While the Council as a body functions as head of state in many circumstances, there are other circumstances where the President is individually treated as a head of state and some where the [[Head of the Commonwealth]] receives this honor. The Confederal Council is a seven-member executive council which constitutes the government of the Confederated Peoples. In certain circumstances, it also acts as a collective Head of State (although the Head of the Commonwealth and the Confederal President each act as Head of State in some other circumstances).

Each of the seven Councilors heads a department of the government. The first Confederal Council has not yet been elected. However, the seven Council-level departments are:
