Geography

Look at the skies. No, look at it at night. See that cluster of stars over there? That is the Constellation Virgo. If the area around your residence did not have a high light-pollution index, you should be able do see it pretty clearly. Unfortunately, such places are harder and harder to find on Earth these days.

No, Virgo is not a "celestial plate". Its components extend far throughout the vast space. But, viewed from Earth, it is the only way to determine the position in the night sky.

Politics

The people who inhabit planets in Constellation Virgo were once ordinary Earth citizens. After immigrants to Virgo planets felt that they were strong enough to form a nation, they declared independence. No one on Earth is quite concerned with a few of lost explorers because they posed no danger to Earth itself, so the people of Virgo were spared the numerous wars that ravaged Earth and its surrounding colonies.
